Delhi high court’s order asking schools to let parents apply to nursery both ways — as per Delhi government’s distance criterion and school’s own parameters — may have prevented further delay in the process. But parents say they are more confused.
They can now apply to 298 schools built on DDA land for their child’s admission but will know the method of selection only once the court decides on the matter.
The Delhi government had ordered these schools to admit students on the basis of neighbourhood — for which guidelines were declared on January 7 — even as all other private schools initiated their admission process based on their own criteria on January 2.
Though the schools on DDA land asked the court to stay the process, the court on Friday said it was passing the order to ensure that the admission was “not hampered” and added that scrutiny of the application forms would be subject to further orders.
“Government can claim all they want that they are doing a great job by putting a check on private schools but the end result is only confusion. Why does the government wake up at last moment when they know schools will go in litigation and delay admission process,” said Shilpi Sharma, a resident of Janakpuri.
As it is, many parents are still waiting for schools to start giving nursery admission forms even after four days of Delhi government’s announcement to start admission process on schools build on DDA land.
“I want to apply to DPS Dwarka and Bal Bharti schools but online forms are not available. On DPS Dwarka website it is written the process to activate online form is still under process. The process is already late and now this new rule will make it more difficult,” said Chetan, a resident of Mohan Garden.
Schools said they will have to upload forms as per HC’s order and it will take them a day or two. “Now we have to keep both our criteria as well the government criteria in the form. We need to test the form and upload it. It should be done by tomorrow,” said Ashok Pandey, principal Ahlcon International School.
Experts said parents are more confused now because many had already filled the forms. “Now the parents are confused whether they have to fill all forms again because some had already filled forms,” said Sumit Vohra, who runs admissionnursery.com.

Leaving parents more confounded by each passing day, several schools in the city are flouting the rules for nursery admissions by according points for clauses that were struck down by the Delhi High Court.
For instance, the Apeejay School in Saket is giving 15 points to aspirants who are children or grandchildren of promoters, officer bearers, or members of board of governors of the school. According to the HC, schools cannot give preference to children whose parents or grandparents are significant, non-financial volunteers in the school. When contacted, the school authorities said the matter was under discussion.
In a notification dated December 19, the HC had withheld 51 of 62 criteria, terming them unfair, unreasonable, and non-transparent.
Similarly, Sneh International School in Nirman Vihar is screening students by taking into account the annual income of parents from all sources. Others like Venkateswar International School in Dwarka and DAV Pushpanjali School in Pitampura are also asking for information about parents' income.
This criterion was also struck down by the HC, stating that parents seeking admission in a particular school are aware of the fee structure and are willing to pay.
Going a step further, the Adarsh Kindergarten in Vikaspuri is not only asking about the monthly income of parents and their qualifications but is also questioning who whould be taking care of the child, if both parents are working.
According to the notification issued by the Directorate of Education (DoE), the HC had stated that being a developing country, India did not have 100 per cent literacy rate, and giving weightage to parents' education would be unjust to students. The HC had also ruled that equal weightage should be given to all students, regardless of whether one or both parents are working.
"Many schools are asking for parents' income, education, and profession, among other things, which have been withheld by the HC last year. Schools are clearly flouting the DoE guidelines. In case schools want to know about the profession or education of parents for record purposes, they can ask for them while confirming the admission. But asking for these details is clearly for the purpose of screening," said Sumit Vohra, Founder of the admissionnursery.com.
Meanwhile, the HC has asked parents to fill up application forms of various schools based on the criteria set by them and as well as the Aam Aadmi Party (AAP) government. The court said the order was to ensure that the admission process was "not hampered", and added that the scrutiny of application forms would be subject to further orders.

The ensuing scuffle between the parents and the school management abated after the latter agreed to meet some of the demands of the protesters. The demands were related to increased security of students, participation of parents in the management of the school and greater accountability of all employees. The management has also promised to arrange a meeting between the parents and the school’s chairperson, who has been absent during the entire episode. The CEO of the school was present during the protest and assured irate parents that steps will soon be taken to increase security. “Most of the demands made by the parents are reasonable and things we were planning to do. These include installation of CCTV cameras, formation of a parent-teachers association for different classes and the presence of a female teacher in all school buses,” said the CEO. However, parents said their primary concern was to meet the chairperson who has not met any of them till now and addressed the molestation issue. According to the management, the chairperson is currently abroad and will be returning for the school’s annual day on November 20. “The school will remain closed till a meeting is held between the chairperson and a delegation of parents,” said a parent whose two-and-half-year-old daughter studies in the playschool. Parents have also demanded that if anyone wishes to withdraw their children from the school after this incident, then their full fees should be refunded. “The CCTV cameras will be installed in the school premises before Diwali,” added the school’s CEO. The Ghaziabad police said investigations were on and the prime accused was being questioned. He will be produced in court on Wednesday. A manhunt has also been lodged against the two school management employees against whom an FIR was lodged by the parents for threatening them to withdraw the case, said a officer.

GHAZIABAD: Two days after the alleged molestation of two threeyear-olds at a playschool at Indirapuram, parents called off their protest after the school authorities on Thursday agreed to their demands and also promised to upgrade security and safety measures at the school.
On Thursday morning, scores of agitated parents sat on a dharna at Mother’s Pride school around 9pm. The protest continued till the CEO of the school arrived and faced the parents on issues such as safety and security of children. During an open debate between the CEO GS Matharoo and the parents, various questions were raised. The CEO later signed a letter, promising to address parents’ concerns at the earliest.
Various demands put forward by the parents included: installation of CCTV-cameras in the entire campus within a week, maintenance and routine helps will not carry mobiles on school campus, entire hierarchy of working staff to be verified by police officials, formation of parent-teacher association to hold regular meetings and also to resolve grievances.
The authorities assured that no staff, other than female employees, will be able to get an entry inside the school campus. Also, a female teacher will be deputed inside the school bus and will leave the bus only after ensuring that the last child is dropped.
“We have agreed to all demands of the parents. An inquiry has been ordered against other management employees over the incident,” Matharoo said. He claimed that the parent of the victim had given an application to withdraw the case lodged on Wednesday at Indirapuram police station against the management employees.
However, station-officer GN Yadav said that no such application was received and once an FIR is lodged, investigations would be carried out. He added that police were constantly searching for persons searching named in the FIR.
The school management clarified that the two employees who were terminated on Tuesday were sacked due to non-reporting of the incident to their senior management. The school will now reopen on November 17.

Private unaided schools can evolve their own norms for nursery admissions
With the Delhi High Court on Friday giving “maximum autonomy” to private unaided schools here for evolving their own norms for nursery admissions, parents are “worried” about schools misusing their authority. The schools have, however, been asked to follow the recommendations of the 2007 Ganguly Committee.
Arpit Arya, a parent, said: “Parents will now have to book seats in new-age private schools and pay whatever fee is demanded. Otherwise they might end up like me. Last year, my child failed to get a confirmed seat in any of the good schools.”
Anuradha Sharma, an advocate and mother of a three-year-old, said: “Now our little ones will now be subjected to the pressure of interviews, while parents will be forced to get hold of some source to ensure the child gets admitted.”
A Delhiite who has applied for his child’s admission this year said: “Each school has now been given complete freedom to formulate its own set of rules. A parent’s duty now is to wait for each and every school to decide the dates and the criteria. Every seat will now be awarded at the sole discretion of the school management.”
Suresh Kumar Shukla who struggled for his daughter’s admission last year added: “This will confuse parents as they will now have to go through every school’s guidelines.”
Sumit Vohra, an activist who runs a nursery admission website, said: “As per the order, the private unaided schools are constitutionally protected and empowered to govern their institutions. Now that private schools are free to devise their own methods, what is the guarantee that they will not be misusing their power by giving points such as parent working for any noble cause, children of State/national awardees, Defence and Navy services, Civil Services, vegetarians, etc.”

Application forms for admission to Pre-Primary I (Pre-School), Session 2017-2018 can only be submitted online on the school website www.bbpsrohini.org upto 31 st January 2017. The last date for submission of online confirmation form along with the Pay Order/ DemandDraft of Rs.25/- in favour of " Bal Bharati Public School, Rohini " is 1st February 2017 till 2:00 pm . The same is to be dropped in the drop box placed at the School Entry Gate no. 1.

INSTRUCTIONS FOR ADMISSION TO PRE PRIMARY I (PRE SCHOOL) 2017-2018
Age of the child should be minimum 3 years as on 31-03-2017.
Get the DD/Pay Order of Rs. 25/-(non-refundable)made in favour of " Bal Bharati Public School, Rohini " before filling the Online Registration form for admission to Pre Primary I (2017-2018).
Parent should use google maps to calculate the distance from school. Instructions for using google maps are available on the school website (example attached ). However the distance measured by the parents will be verified by the school at the time of admission , if selected .
Last Date of online registration is 31st January 2017. Parents are required to drop the duly signed confirmation form along with the Pay Order / Demand Draft and print out of the distance calculated by google maps in the drop box placed at the School gate no.1 upto 1st February 2017 till 2:00 pm.
Please ensure that the Child’s name, Father’s /Mother’s name, mobile number and the registration number is written at the back of the Pay Order/ Demand Draft . No other document except DD/PO and printout of the google map is to be attached with the confirmation form.
School will not be responsible for non-receipt of Confirmation form sent by post.
There will no interaction with parent/child.Also no weightage will be given for parents’ educational qualification, occupation or financial status.

Incomplete or incorrect application will be rejected .
Aadhaar card for the child is mandatory at the time of admission, if selected.
Please do not fill more than one form, else the child’s candidature will get cancelled.
The school will not entertain any request for the corrections in the entries made by the parents in the online form.

INFORMATION REGARDING ADMISSION TO THE PRE-PRIMARY CLASS 2012-13
1. Don Bosco School Alaknanda, New Delhi is an English medium Catholic School for boys conducted by the Salesians of Don Bosco. It is an unaided Christian minority institution open to children of all communities with a special responsibility for the education of Catholic students.
2. Date, place, mode of distribution and receipt of registration forms:
Registration forms are available for Rs.25/- in the school office on all working days from 2nd to 16th January, 2012 (except 8th (Sunday) & 15th (Sunday)) between 9.00 a.m. and 12.00 noon. Duly filled in registration form together with the latest passport size photograph of the candidate, a passport size family photograph (father, mother & child/children together in one photo) and attested photocopies of the following documents arranged in a file should be submitted at the reception between 9.00 a.m. & 12.00 noon by 16th January 2012. Incomplete form / documents will not be accepted / rejected.
(i) Birth certificate (MCD, NDMC, Panchayat etc.) of the child (including child’s name). A child should have completed four years age on or before 31st March 2012 to be considered eligible for admission to Pre-Primary.
(ii) Baptism certificate and a letter from the Parish Priest (for Catholics).
(iii) Proof of Residence (any one of the following documents in the name of the father of the child: Passport / Election Identity Card / Driving Licence / Electricity or Telephone Bill – MTNL landline).
(iv) Proof of Sibling (photocopy of school identity card)
(v) Proof of Alumni (Identity Card)
(vi) Proof for transferable Jobs (only interstate transfers and transferred from outside Delhi within last two years - copy of transfer order)
(vii) Single Parent (widow / widower)
3. The Fee payable at the time of admission: ` 10650/-(approximately)*
(i) Admission Fee 200/- (ii) Tuition Fee 2390/- p.m.
(iii) Development Fee 358/- p.m.
(iv) Annual Fee 2200/-

4. All the original documents of the photocopies which were submitted along with the registration form will be checked at the time of admission.
5. Bus facility will not be available for Pre-Primary Children.
6. Those applying from economically weaker section have to produce the following additional documents:
I. Birth Certificate (any one):
(i) Birth certificate under the Births, Deaths and Marriages Certification Act, 1886. (ii) Hospital/Auxiliary Nurse and Midwife (ANM) register record.
(iii) Anganwadi Record
II. Present Residential Address (any one):
(i) Ration card issued in the name of parents (mother/father having name of the child). (ii) Domicile certificate of child or of his parents
(iii) Voter I-card of any of the parents.
(iv) Electricity bill/MTNL telephone bill/ water bill
(v) Unique Identity card of mother/father/child issued by Government of India.
(vi) Passport in the name of any of the parents or child.
III. Proof of Income (any one):
(i) Income certificate issued by a Revenue Officer not below the rank of Tehsildar. (ii) BPL Ration Card (Yellow coloured)
(iii) AAY Ration Card (Pink coloured)
IV. Caste Certificate issued by DC Office.
V. Medical Certificate from Govt. Hospital, in case of children with special needs/disabilities.
VI. Letter from the parents of the candidate stating the parental income.
VII. Application from the parents requesting for admission in the freeship category.
