Topic: Siblings, alumni kids carve out big slice of nursery admissions pie | Indian Express Dated 5 Jan: c race for nursery admission, having a sibling in the school or alumni parent gives a head start like no other — and in many cases virtually guarantees a seat. Data for last year collected from various private schools by Newsline reveals that such applicants cornered the lion’s share of seats in the general category in those institutions — as high as nearly 98 per cent in DPS, Mathura Road and 97 per cent in Springdales, Dhaula Kuan. In these schools, seats for the general category comprise only a fraction of the total seats (see box). Other seats were reserved under quotas like management, physically challenged or children of staff, among others. Former CBSE chairperson Ashok Ganguly, who headed the committee that in 2006 drafted the first set of guidelines for nursery admissions with a point system, said such heavy weightage to applicants with alumni parents or siblings violates the spirit of the Right to Education (RTE) Act. “The spirit of the legislation is to enable children to study in schools in their neighbourhood. Unfortunately, schools are giving more weightage to alumni parent and siblings than neighbourhood, making it impossible for applicants to make the cut only on the neighbourhood criteria,” he said. Students applying under the alumni parent or sibling criteria made the cut in large numbers in several private schools. At Springdales, Pusa Road, every second student, at Vasant Valley, Vasant Vihar, three in every five and in Modern School, Barakhamba Road, two in every five students admitted in the general category was from either of the two criteria. At Ahlcon International School in Mayur Vihar-I and Bluebells International School in Kailash Colony, every third student in the general category was from this background. A few schools admitted students through draw of lots, like Apeejay School in Pitampura. But even here, a third of the total seats were reserved under the alumni parent and siblings criteria. The trend could continue this year too, as the share of points to these two categories in most private schools has remained more or less unchanged. A few schools have this year introduced extra points for the first-born child, but the weightage to it is not more than 10 points, whereas siblings and alumni parent applicants can corner as many as 40 points in some schools. Child education rights activist Ashok Aggarwal said parents would always want to have both children in the same school since it is more comfortable, but that doesn’t justify making that criterion a qualification. “It is a proxy screening process and it distorts the playing field. Also, by giving alumni parents extra points, the incoming class remains homogeneous and from the same social groups,” Aggarwal said. Aggarwal’s petitions have triggered several landmark court judgments, including the one by the High Court last month directing the Delhi government to notify rules to enforce the RTE Act. The RTE Act states no school “shall, while admitting a child, collect any capitation fee and subject the child or his or her parents or guardian to any screening procedure”. The Delhi government decided to enforce the RTE Act in 2011 and banned schools from screening applicants, including interviewing them or their parents. “Schools are free to identify any category based on policy/principles that are fair, just and reasonable, within ambit of the RTE Act,” the guidelines read, but it permitted the alumni parent and siblings criteria. Sumit Vohra, founder of popular portal www.admissionsnursery.com, said the alumni parent criteria in particular blatantly violates the spirit of the RTE Act. “When the legislation says children of educated and uneducated parents have equal right of admission, how can schools be allowed to reserve seats or applicants whose parents have studied in their institutions,” he said. However, this season has been different. Parents, schools and even the government seem to be clueless about the procedure for nursery admissions this year. No wonder, anxiety and confusion, especially among parents, is mounting. Though the sale of forms is expected to begin from January 1, nobody knows if the admissions will be conducted through a ‘lucky draw’ or the tried-and-tested point system. ‘‘Nursery admissions, it seems, are going to be a big problem this time. There is no clarity even on the age criteria. Will a three-year-old or a four-year-old go to nursery this time?’’ wondered R Mythreyi, mother of a threeyear-old boy in Dwarka. She has visited all neighbourhood schools to enquire about the admission procedure and fee structure and is now waiting for the authorities to issue the guidelines. ‘‘They say the point system might be replaced by a draw of lots which I feel, is quite risky. Earlier, our professional and educational qualifications could be counted in the point system and that gave us confidence,’’ said Mythreyi, whose husband is a doctor. She is also worried that if management and EWS seats are discounted from the total intake, the number of seats left for general students will be too less to be banked upon in a draw of lots. With the Right to Education being implemented from the 2011-12 session, the directorate of education is busy framing guidelines for a procedure that is just and doesn’t amount to screening. A draw of lots is a likely option but schools do not favour it either. As of now, DoE is seeking legal opinion on the matter and it may be a week before the admission procedure is finalized. ‘‘It’s been long since we are waiting for any notification on admissions. We are tired of calling up the schools for updates. I have shortlisted a few schools like Apeejay and Bal Bharti nearby, but what if distance doesn’t remain a criteria anymore?’’ asked Varsha Arora, from Rani Bagh, near Pitampura. Another parent, Anjali Bhardwaj from Vasant Kunj, added, ‘‘We don’t even know if it’s alright to just sit back and wait till January 1. From what we have heard in the last few years, parents prepared a lot to find and apply in the schools where they could score the maximum points.’’ She added, ‘‘For us, however, it’s like staring in the dark. What do we prepare for?’’ Though there are some parents who prefer waiting patiently and accept the new system. Comment on: Topic 'Nursery Admissions In Delhi Schools 2018-19 official thread for Admission Form…': , mobile number of parent and email address of parent would first have to be registered with the School Office by visiting the school on any working day between 27th December 2017 and 17th January 2018 (8.30 am to 12.30 pm). The School Office would then provide a valid ‘Registration Number’ to the parent for the online registration process. The Online Registration can then be done by the parent from the ‘Online Student Registration’ option using the three valid keys – of ‘Registration Number’, 'Student Name’and ‘Date of Birth’. It is also important to choose the name of the school for which the registration is being done from the drop-down box. The correct prefix (PP, SK or SS) are displayed automatically depending on the school opted for while entering the Registration Number (and hence, do not have to be entered by the parent). Once the correct entries are made, click 'Get Online Registration Form', which displays the ‘Online Registration Form’. The form has several mandatory questions and a few optional ones, and the parent must carefully fill in the required information in each of these. Some of the fields are initially deactivated at first, and get activated depending on the response of the parent to a preceding question. Once the parent has answered all the questions correctly, he/she should click the 'Submit' button. The next screen displays the information entered by the parent for each of the fields, and gives the option to either re-edit it (in case they wish to make any changes), or to finally submit the form using 'Submit Form' button. The parent is advised to review the answers typed/chosen, before clicking the 'Submit Form' Button, as the information provided cannot be changed anymore after the 'Submit Form' button is clicked. Please do also note that the online registration process is not complete till the 'Submit Form' button is clicked, and the parent would have to restart the online registration process, if the session is abandoned midway. If the online registration has been completed correctly, the message to this effect is displayed in the following screen. With 25% of seats blocked for the economically weaker sections and another 20% set aside under management quota, children who come from the general category will fight for the remaining seats. Not just that, some schools have seats reserved for staff. Siblings and children of alumni also get a preference. Parents of children who don’t belong to any of these categories will have sleepless nights. Here are some telling figures: DPS East of Kailash has just 90 general seats out of a total 180. Forty-five are earmarked for EWS and 36 for the management quota. If the child has a sibling at the school, he/she starts with an advantage of 26 points. And if the child’s parent happens to be an alumnus, he/she has a 24-point head start. At Springdales, Pusa Road, 52 seats go to the general category out of 102. Vasant Valley has 46 general seats out of 90. ‘Opening new schools is the only way out’ New Delhi: Most schools in the city are only offering half the total number of nursery seats to general category students. The figures are quite startling at DPS Rohini where 50% of the 140 seats will be up for grabs in the general category. These 70 seats will be equally divided in two categories — siblings and others. The breakup posted on the school website says only 35 seats will be left for the ‘others’. The principal of the school was not available for comment. “This was bound to happen as 25% seats straightaway go to the EWS category. Parents should accept this as poor children don’t deserve poor schools. We should give them an equal opportunity. Besides the EWS quota, we have set aside 15% for the management, even though the Directorate of Education (DoE) has allowed up to 20%,” said Ameeta Mulla Wattal, principal, Springdales School, Pusa Road. Delhi schools have anyway been reserving 10-15% seats for EWS under orders from Delhi government. With RTE being implemented from this year, this EWS quota has gone up to 25%. D K Bedi, principal, Apeejay School, Pitampura, explained, “We used to reserve 10% seats for EWS till last year and 5% for staff children. But this time, only EWS reservation is 25%. We can’t increase total strength in the existing building. Opening new schools is the only way forward.” NURSERY RUSH IN NEW YEAR Parents Queue Up For Forms As January 1 Was A Holiday, Most Parents Used The Opportunity To Buy Admission Forms TIMES NEWS NETWORK Many young parents started their new year with the big challenge of finding a nursery seat for their three-year-olds in at least one of the 1950-odd schools in the city. As the ‘great nursery admission rush’ began on Saturday, parents were there at the school counters early in the morning. Most of them wanted to utilize the first day of the year — for many it was a holiday — to buy admission forms for as many schools as possible. They admitted that the availability of online forms of many schools had made their lives a little easier. Ravi Jain from Chandni Chowk, who set out with his wife and three-year-old son in the morning, had aimed at covering at least six schools on the first day. He had also made a list of 24 schools, along with their locations and important dates, to help him in his recce. His wife, Anita, said, “We hope to buy forms from all schools in central Delhi. We will have to apply in at least six or seven schools to have good chances for our son’s admission.” She added as she came out of a school at Humayun Road after buying the form, “I hope we can secure admission for our child in a good school.” Another parent, Ahmed from Daryaganj, said he and his wife were planning to take a couple of days off from work. “Thankfully, many schools have online forms this year. We will take a few days’ leave. My wife will buy the forms and I will go and submit them,” he said. For many parents, Saturday was a tough day after partying the previous night. “We didn’t have an option but to start our day early. There was a long queue in the morning even though there are two weeks to go before the sale of forms gets over,” said Sonia, who had been waiting outside a well-known school in Vikaspuri for over 30 minutes and was still far from the counter. The first day largely passed smoothly though some parents at Summerfields School in Kailash Colony claimed the school ran out of forms. In fact, the school is offering limited number of forms at first-come-first-served basis. However, school principal Rema Alex Daniel denied that the forms got exhausted on Day 1. “This is just a rumour. In fact, we gave out forms till 2pm even though the timing was from 9am to 1pm. We sold 393 on the first day,” she said. She added that the school had planned to give out nearly 2,000 forms this season because the number of seats available is only 169. So, what if all the forms get sold out before January 15 — the last date for sale of forms as per the directorate of education? “Then we might not print more forms. We don’t want parents to later complain as to why we gave out so many forms when we didn’t have enough seats,” she replied. However, Sumit Vohra, founder of an online forum for parents, complained, “How can they stop giving the forms before the last date? (HT photo) Delhi high court’s order asking schools to let parents apply to nursery both ways — as per Delhi government’s distance criterion and school’s own parameters — may have prevented further delay in the process. But parents say they are more confused. They can now apply to 298 schools built on DDA land for their child’s admission but will know the method of selection only once the court decides on the matter. The Delhi government had ordered these schools to admit students on the basis of neighbourhood — for which guidelines were declared on January 7 — even as all other private schools initiated their admission process based on their own criteria on January 2. Though the schools on DDA land asked the court to stay the process, the court on Friday said it was passing the order to ensure that the admission was “not hampered” and added that scrutiny of the application forms would be subject to further orders. “Government can claim all they want that they are doing a great job by putting a check on private schools but the end result is only confusion. Why does the government wake up at last moment when they know schools will go in litigation and delay admission process,” said Shilpi Sharma, a resident of Janakpuri. As it is, many parents are still waiting for schools to start giving nursery admission forms even after four days of Delhi government’s announcement to start admission process on schools build on DDA land. “I want to apply to DPS Dwarka and Bal Bharti schools but online forms are not available. On DPS Dwarka website it is written the process to activate online form is still under process. The process is already late and now this new rule will make it more difficult,” said Chetan, a resident of Mohan Garden. Schools said they will have to upload forms as per HC’s order and it will take them a day or two. “Now we have to keep both our criteria as well the government criteria in the form. We need to test the form and upload it. It should be done by tomorrow,” said Ashok Pandey, principal Ahlcon International School. Experts said parents are more confused now because many had already filled the forms. “Now the parents are confused whether they have to fill all forms again because some had already filled forms,” said Sumit Vohra, who runs admissionnursery.com. For instance, the Apeejay School in Saket is giving 15 points to aspirants who are children or grandchildren of promoters, officer bearers, or members of board of governors of the school. According to the HC, schools cannot give preference to children whose parents or grandparents are significant, non-financial volunteers in the school. When contacted, the school authorities said the matter was under discussion. In a notification dated December 19, the HC had withheld 51 of 62 criteria, terming them unfair, unreasonable, and non-transparent. Similarly, Sneh International School in Nirman Vihar is screening students by taking into account the annual income of parents from all sources. Others like Venkateswar International School in Dwarka and DAV Pushpanjali School in Pitampura are also asking for information about parents' income. This criterion was also struck down by the HC, stating that parents seeking admission in a particular school are aware of the fee structure and are willing to pay. Going a step further, the Adarsh Kindergarten in Vikaspuri is not only asking about the monthly income of parents and their qualifications but is also questioning who whould be taking care of the child, if both parents are working. According to the notification issued by the Directorate of Education (DoE), the HC had stated that being a developing country, India did not have 100 per cent literacy rate, and giving weightage to parents' education would be unjust to students. The HC had also ruled that equal weightage should be given to all students, regardless of whether one or both parents are working. "Many schools are asking for parents' income, education, and profession, among other things, which have been withheld by the HC last year. Schools are clearly flouting the DoE guidelines. In case schools want to know about the profession or education of parents for record purposes, they can ask for them while confirming the admission. But asking for these details is clearly for the purpose of screening," said Sumit Vohra, Founder of the admissionnursery.com. Meanwhile, the HC has asked parents to fill up application forms of various schools based on the criteria set by them and as well as the Aam Aadmi Party (AAP) government.
