Topic: TOI 26 Aug~Over 150 private Delhi schools begin excess fee refunds: he process of refunding excess fees, including around 70 schools that have submitted the respective amounts to the high court. But certain big schools like DPS Mathura Road and Springdales Pusa Road have approached the court separately over the issue and are waiting for its decision before making any payments. According to lawyers involved in the case, while a concrete number cannot be given to the number of schools that have started making refunds, around 70 schools have made the payment to the court and the rest have started the process of issuing cheques to parents. Delhi government had served a show-cause notice to 449 schools on Monday , giving them two weeks to refund excess fees charged by them. This was suggested by the Justice Anil Dev Committee.The government, in the notice, had threatened to take over the management of the schools in case they failed to pay the amount due to parents.Recommended By Colombia Schools like Oxford Public School in Nehru Nagar and Smt Misri Devi Gyan Niketan School in Deenpur have already invited parents to submit their bank details to facilitate the transfer of funds. Cheques have also started arriving to parents from Modern School, Vasant Vihar. The schools that have started making the payment to the court include DPS Vasant Kunj, DPS Dwarka, KR Mangalam World School, Summerfields School, Sanskriti School, among the 70-odd. However, DPS Mathura Road, one of the schools served the show-cause notice, is waiting for the decision in the high court. "There is a PIL that we have filed in court and are waiting for a decision. We have the amount ready with us. The hearing is next month, and action will be taken on the direction of the court," said principal Manohar Lal. But despite getting 70 points, admission in a school of their choice is going to be very tough. Based on analysis of data posted by schools on their websites, it has become clear that staying close to a school will give parents a very small window of opportunity for admission and that admission is very difficult for those single children whose parents are migrants. At Delhi Public School, Vasant Kunj, for example, of the 130 nursery seats on offer, there are 127 parents who have scored 75 points or more. This leaves 1,426 applicants with 70 points for three seats. At DPS East of Kailash, of the 117 seats on offer, 79 will be filled by those who have more than 75 points. For the remaining 38 seats a lottery will be held among 308 students who have secured 75 points. Week-long leaves have also become common among parents to make sure they buy and submit all forms on time. "If schools made online applications possible it would be so much easier for everyone. Parents spend maximum time standing in queues to buy or submit forms. Why don't schools go in for online application systems is anyone's guess but it is something that almost all parents want," said Rajat Gupta, a government employee and father of two whose son will seek admission in nursery this admission season. Currently, there are only a handful of schools that offer an online application procedure. These include Vasant Valley School, The Shri Ram School, Ahlcon International School and DPS RK Puram. Some other schools such as DPS Vasant Kunj and Modern School offer a partially online system where the forms can be downloaded but has to be submitted in person. The Springdales Schools, which see close to 8,000 applications every year for nursery, may be the next to follow suit. "We will present a proposal before the managing committee next week and if it is passed then parents will be able to download forms from the school website," said Ameeta Wattal, principal, Springdales School, Pusa Road. In a survey conducted among 1,800 parents by a portal, admissionsnursery.com, 90 per cent of the respondents supported online forms.
