Kids of Age 4 years are not allowed for registration in some schools

The Frank Anthony Public school, lajpat Nagar, DPS Mathura Road and Tagore International school, Alaknanda are not allowing for registration of pupil of age 4 years. There is no limits in the DOE notice then how come these schools can put such conditions???
