Pre-school admissions to 2013-14 academic sessions are still kept on hold for the Delhi High Court has again deferred its verdict on whether to scrap the present admission criteria of points system or to continue with it. The verdict that was expected to come early this week has been postponed to about anytime in the following week. However, the HC maintains it will be enforceable from this session itself.
The decision has been held at the time when admission process has already begun, with February 15, the last date of displaying the list of candidates for the session to start April onwards, which is causing concern for parents.
The court’s intervention came after a PIL being filed by NGO Social Jurist challenging the notifications issued by the ministry of human resources and development (MHRD) and directorate of education (DOE) giving total autonomy to all unaided recognised private schools to lay down their own admission criteria based on categorisation of children.
Points System
The court has observed that the points system is not in line with the Right to Education (RTE) Act guidelines, which clearly state that neighbourhood would be the only criteria for admission while not allowing screening of either children or parents.
According to Sumit Vohra of admissionsnursery.com, the court’s decision will determine as to what would be the future of these children whose parents have already applied to schools and are eagerly awaiting the verdict. It was important to have the existing criteria be discussed in the HC for there is no uniformity in the process and leaves parents struggling to get admission for their children. While many schools are still in the process of displaying the first list of candidates, others are waiting for the orders of the DOE to take the next step.
Set the Mandate
“Since the admission process is ongoing, it is the right time for the HC verdict to set the mandate once and for all. However, it must not be delayed as it would raise anxiety among parents as well as schools. We will wait for the DOE guidelines before displaying the first list. The court observation is right that there should not be so many categories in the admission criteria, while neighbourhood being the most important factor. At present, we do not have the neighbourhood schools concept in India, but moving towards it is a positive step,” says Abha Sahgal, principal, Sanskriti School.
On November 23, 2010, the MHRD had issued guidelines under the RTE that had allowed the schools to frame their own admission criteria. Later, the education department of the Delhi government also issued the guidelines on similar lines.
