Except NGO's no parent challenged those guidelines because I believe except for MGMT quota other criterias were not giving one category a cake walk. It had points for various categories. I am not an authority to uphold past guidelines but they were not contested by parents in 5 years.

Nandiya:- absolutely correct. HC erred in leaving IST completely out as leftovers.
