@ RK, I think in a city like Delhi with more than 7.5Mn vehicles, a distance slab is a must to ensure an effective implementation of neighbourhood criteria. Try traversing from the ring road to the outer ring road or vice versa on any of the 4 major roads from Aug Kranti in the east to Rao Tula Ram on the west, or traversing from west to east on either ring roads or vice versa, and you will realise that a distance of probably 2 to 3Km is like 15 minutes drive. And this is the least densely populated area of Delhi (probably after NDMC & Cantt zones), so I can't imagine situations on arterial roads in West & North Delhi.
