I don't know in which context u r seeking suggestions. But in the present situation of admission crisis I have a suggestion which might give the genuine IST candidates a level playing field and at the same time not affect the lucky/ successful 70 pointers who have been selected through a DOL.

consider the genuine IST candidates for total seats available for 70 pointers by conducting a DOL for all those who have 70 points including IST. Here total seats available for 70 pointers means the number of seats vacated by IST and a waiting list -the number of the two lists combinedvtogether should be equal/same the total no of seats available for 70 pointers. The IST candidates those who get successful in this DOL - whether it is waiting list or the seats vacated by IST - may directly be given an offer of admission. They may be considered after the successful candidates who secured confirmed seats through DOL conducted before the IST was scrapped.

since many of the 70 pointers got selected in the second DOL they may be considered after the successful IST candidates because these 70 pointers are being considered for two DOLs.
