DPS international admission for nursery - Child should have completed 3 yrs by 30th sept 2012

Please refer to the following webpage mentioning that DPS international (Saket and R K puram) consider children who have completed 3 yrs by 30 sept 2012 for admission in nursery 2013-14. Aren't they going against the DOE rules and regulations. Any child born after that particular date is not eligible for admission.
