Due to my experience of working with a leading bank, I know for a fact that there can be certain checks and balances introduced in the admission process which can altogether eliminate fake cases - Be it fake transfer cases or Multiple address applications.

Banks for ages now have been using technology and have introduced various checks to eliminate frauds and multiple loan applications. Following are the changes which can help entire admission process (And in turn reduce heart burns for many of the parents) - 

Data entry of every application received by schools to a central site (Preferably run by DOE), to check the menace of multiple applications from different addresses, primarily to beat the "Distance guideline". This application is called as Dedupe, logic is fairly simple so it should not be technologically challenging for any one to implement. (By any one i specifically mean the DOE)

For ages now banks have been verifying documents such as address proofs, ITRs etc through the help of External agencies specializing in Fraud detection. Similarly these agencies can help in vetting the documents submitted during the admission process - Be it Rent agreements, Transfer certificates or any other documents. Charges are nominal and they report on each case with in 48 Hrs. Such screening can happen before a draw or post it.

These changes would help in bringing back the confidence of many parents like me in the system, in knowing that the process has been fair to my kid. And nobody has taken undue advantage of the entire process.
