Thats not a lot of money. Lets try to do some calculations and for sake of argument let us round it up to INR 2000.
Most schools have a batch size of 40 students, which means 25% say 10 are EWS. This means 20K * 12 = 24L is paid now this sounds like a lot of money. But once you take out salaries, infrastructure depreciation cost and so on you would learn it is not a lot of money.
School not to mention lost profit of 10 seats
So what can a school do, the management wont reduce profits, they cant reduce quality because that would mean the school will not be as well respected in future. They increase costs of general category and that my friends are facts.
PS delay of funds is a poor and unacceptable practice. Do they give interest?

In India Education is no profit business.
You mean no profit by the virtue of taxation... but I am sure schools dont think that way....
