Bal Bharti Vishwa Bharti residence proof

Bal Bharti forms are out today.see below they are accepting only telephone/electricity bill as residence proof . What about the rented people? If they have nothing out of these .Why they are not accepting adhaar card as adress proof.

(iv) Proof of Residence (Ration Card / Voter I-Card/Telephone/Electricity Bill).
