Why no action is taken against blatant violations by schools.

It's shocking to see the rule quoted below in their website. 

"Vacancy created against withdrawls from the first list will be filled up by management quota as per rules"

Then why did they conduct a draw of lots to select waiting list candidates?  Is it a mere eye wash?

Why no action by DOE against such erring schools?
