Refund of fees in case of child withdrawal from the school.

Hello NSA teamI took my younger son's admission in G.d.goenka school,rohini sector 9 on 20th March 2021 but submitted the refund or adjustment application on 30th March 2021,( for which I have taken the receiving)....now school staff is refusing to refund or adjust the amount to my elder son's school fees(who happens to be a student since 3yrs in the same school)...
Kindly share your opinion on this .....
Any rules from DOE OR ANY OTHER GOVERNMENT ORGANIZATIONS.

Dear Sakshi,
Hope in best of your health in current pandemic
situation...
After receiving your email in reference to the refund
and adjustment of nursery admission
called up at G.D.Goenka School but the staff has
completely refused to refund or adjust the amount
they are not ready to give that in return.
told them about the DOE letter link which you have
sent in the previous mail but they straight away
refused my request....
Kindly guide how should I proceed? What should be
the next step towards getting the refund or
adjustment of the amount.
