The Delhi government is planning to introduce changes in the Delhi School Education Act, which may bring down the fee being charged by private schools.

The Department of Education (DoE) has invited comments from people over amendments in the Delhi Education Act and Rules, 1973. A circular has been posted on the department’s website in this regard, with the last date for sending in comments and suggestions being June 15.

The draft amendment Bill covers fee hikes in private unaided schools and proposes to set up a committee that will hear complaints.

Sumit Vohra, who runs a website called admissionsnursery.com said: “I propose a centralised admission process. The form should have all required details and ask the parents to provide a few preferred schools. It should be submitted to the DoE, which should assign schools to each child based on the details given.”

However, lawyer-activist Ashok Agarwal said the provisions suggested will not serve as a deterrent for schools, but function simply as a grievance redress mechanism.

Delhi government to introduce changes in the Delhi School Education Act

The Delhi government is thinking of introducing changes into the Delhi School Education Act and Rules (DSEAR). The new changes in this act may bring down the high fee amounts which are charged by the private schools.

The Department of Education (DoE) has encouraged the people to give their comments over the amendments in the Delhi Education Act and Rules, 1973. On the departments website a circular has been posted regarding this issue. June 15, is the last date for sending in comments and suggestions.

Hikes in private unaided schools are covered in the draft of amendment bill. The draft also asks for setting up of a committee that will hear complaints.

The provisions suggested will not serve as a deterrent for schools, but function simply as a grievance redress mechanism as said by lawyer activist, Ashok Agarwal.

"As the law stand today, the provision of act and rules do not explicitly prescribe any cap for fixation of fee and other charges to be levied by the podcaster unaided recognized schools of Delhi not limit the fee hike done by the schools. The government is committed to fee rationalization for bringing it within the reach of the common man and making admission process transparent. Therefore, in order to ensure effective redressal of complaints regarding exorbitant fee/ unjustified fee hike ... Government of NCT of Delhi intends to amend the sections 17, 24 and 27 of Delhi School Education Act,1973." as stated in the accompanying circular.

I agree with the contention of the Deptt. Even during this academic year, schools had asked for annual income of parents inspite of strict guidelines issued by DoE. It is assumed that these schools have no fear of any action being taken against them. As suggested by Mr. Vohra, there has to be a common form to be distributed to and submitted by parents (like getting admission in colleges). Details of child along with name & address (no income inquiry) to be filled in and forwarded to DoE for finalizing eligibility of candidate. All schools to be given a common time frame for admission procedures. Unlike this academic year, all schools decided their own time frame for admissions due to which parents had to face various problems. They were not in a position to change school of their ward as there was a gap of more than one month in admission process. All schools to follow common guidelines issued by DoE.

preparing a centralized method will be a wonderful idea. However, parameters such as distance, siblings, EWS, etc. should be carefully revised again as the socio-economic scenario keep changing. How to ensure remote possibilities of malpractices, schools over-charging should be also considered.
