Delhi Govt is planning to move EWS admissions online

NEW DELHI: The Delhi Government is planning to move the entire EWS admissions process online from the forthcoming nursery admissions season. Till now, the government has just been issuing a common form and monitoring the draw-of-lots. The rest of the process is managed by the schools. In an online system, however, candidates will be allotted seats and the admission process will be centralized.

"We will study the Rajasthan model," says Padmini Singla, director, education, "We'll see what we can adopt because we have our own system and work-flow. But we are planning to start in the next session." If it is implemented, even the application process will be moved online.

The Rajasthan government started a portal that allowed both online and offline process of application. In the online version, parents have to register themselves, enter details, indicated their preference for school and upload scanned copies of documents. Schools verify and clear documents; once cleared, applicants are allotted seats. If a school rejects an application, it has to cite reason online as well. Even the reimbursement process is digitized

As per a study conducted by the Central Square Foundation with Accountability Initiative, IIM Ahmedabad and Vidhi Centre for Legal Policy, there are roughly 38,000 seats within the 25% quota in Delhi and the fill rate was a little over 92% in 2013-14. The scale of operations is much smaller than Rajasthan with it over 2.25 lakh seats in the category but lawyer and RTE activist Khagesh Jha believes implementation will be more difficult here.

"For starters, admissions are conducted as per directions in a number of court orders all of which will be considered void once the government takes over. Then, many private schools will not have the computer literacy required and touts will take money for filling forms," he argues. Dissemination of information and awareness building will also be challenge. ha points out that Rajasthan's definition of economically weaker section is different from Delhi's - in Rajasthan the income limit is Rs. 2.5 lakh per year while in Delhi it is Rs.1 Lakh. He argues that the considerable different in income means difference in exposure and awareness too. "There are different rules here too and the process of allotment takes very long."

I can comment only after notification, but yes, initially cafe owners might earn a lot from EWS category for enabling them to apply online. Most of the parents may not have access to apply online and will be plighted in the hands of online processors. Anyways hope for the best.

Sir, do you see anything wrong with the online and centralised admission system apart from the collateral benefit of some internet cafe owners? I want to understand the merits or shortcomings of such a process as I understand that you have been monitoring the admission process for many years now.

The process of centralisation is good idea....but parents of EWS should  allowed both on-line as well as offline process of application, because Major section of EWS parents are not well educated to apply on-line.

Admission of wards to EWS category not transparent and discrepancies have been observed. Hopefully the centralisation thing will make the process transparent n underprivileged children will get their due. It seems to be a good start on govt's part n its ok to pay cyber cafe guys some money if child gets admitted to a good school.

A very good step to bring transparency. 

A very good initiative taken by the government to make the system more transparent. Last year many schools were selling the EWS seats. Hope help desk will be provided in various centres to help parents to fill the form online.

Really nice initiative and I pray to GOD that this kind of process must be started asap and must be implemented which will benefit lot of parents.
