Upper age criteria and signature

Plz help for the following
1. Some schools take admission of a child born between 1 april 2012 to 31st march 2013 but my ward is bborn on 17th july 2013 how can we applied in these school or shoul we wait for a year
2.similarly school ask for signature of both the parents how can one applied if one parent is in central govt job like paramilitary forces and posted to some other state

1 Very few vacancies in KG more over upper age sub judiced - no upper cap as of now as per doe.apply this year

2 Get letter on fro Govt dept HOD of respective parent who is posted out of town on Govt letter head

My gal's DOB is 29/04/2012, can I apply on Nursery or will go for KG..?

Min 4 yrs for Kg on 31 mar 2017

Nursery also you can apply but KG recommended as age gap

But few vacancies in KG ..block seat in nursery if you wish
