Two Apeejay schools pick same children as parents cry foul

Management justifies using computerised lottery system for candidate selection

Two branches of Apeejay schools, in Shikh Sarai and Saket have 29 same names on their separate nursery admission lists of about 70 students each.

Parents and experts said they have flouted rules as the application forms, submitted before the selection, suggest screening of families which is not permitted under the Right To Education Act.

Parents ask how can these schools have similar names when over 3,000 applications were submitted for nursery admissions in the 2012-13 session.

But schools have attributed this similarity to selection of candidates under the Representative Affirmative Action (RAA) category.

Apeejay schools have defined this category as: “The category of RAA has been made to ensure that the incoming class into a school is as diverse as possible, representing a wide array of society and all walks of life.

“Therefore, under the RAA category, the school management would like to admit children from diverse socio-economic backgrounds, depending upon the number of applications received. The RAA category would also include management seats.”

Parents allege that the definition is not clear.

Selection process

“I have tried to ask the management about the selection process under RAA but they refused to answer. They have followed their own process of selection and are not transparent. The application form had questions about my family’s professional background,” said Kaushik Chatterjee, a parent who applied in 17 schools but could not get a seat for his son.

Procedure wrong

Sumit Vohra, founder of www.admissionsnursery.com, believes that schools have screened parents and selected the best candidates instead of following the correct procedure .“How can two lists have 29 same names? There have been several complaints about lack of clarity by schools on the definition of RAA. The authorities did not call parents for a draw and they have not mentioned the points given to each child in their lists. The situation was similar last year,” he said.

However, Apeejay school management said they have been fair during the admission process.

“We do not believe in taking donations so we have a system of computerised lottery system under the RAA category. We select people from diverse professions and the computer selects the candidates randomly.

Since both schools are in close proximity, we get applications from almost the same candidates whose parents belong to the same profession.

“When the random selection takes place, the computer tends to select the same candidates. That is why we have a larger waiting list because we do not want to be unfair,” said A P Sharma, principal, Apeejay school, Sheikh Sarai.

The entire system is so corrupt and dis-organised that parents can't do anything even after seeing such kind of frauds and all....

 

It is the most organised system, Mr Vinod.

As parents, we would like to see the complete details of all the applicants and would also like to see the applicants who were selected, to understand how / why we were not selected ! How do u decide whom to admit and whom to deny? Who decides this... The principal, the admission committee... I would personally like to screen each application if given a choice !

 

 

"When the random selection takes place, the computer tends to select the same candidates" - any statistician would commit suicide if he were to be told this revelation! The whole point of randomness is that you get all possible outcomes - provided the Sample size is big enough.

Getting the same name twice in two different draws from a 3000 sample size - odds are astounding (it should happen 9 times if you hold 1 Lakh draws). Getting the same set of 29 names over two different draws ... randomly :))))))))))). Joke is on the parents!!

APJ from starting itself seems to be going on a non transparent way..even their point system was confusing to common people.

First when Mr.Kaushik our member brought this issue to this forum I too thought that this might be due to close proximity schools  in South -East Delhi same number of people may have applied. But after Mr.AP Sharma's comments make everybody fools. How can a computer select the same numbers? Then what's the real meaning of random here? Which type of software or program is used to select this random process?

Apeejay School Principal D K Bedi earlier said to a daily that 15 percent of seats are reserved under RAA criteria. Out of total 180 seats, 27 will be reserved for this category. The purpose of introducing this criterion is to provide a common platform of education to children belonging to families working in different fields. This is an effort towards building a glorious nation.

The RAA category has sub-categories for doctors, lawyers, teachers, artists, sportspersons, people belonging to the rural field etc.

Now I am asking the Principal if this way of selection process is an affort taken by the school to build a glorious nation violating RTE Act?

 Are both these schools ready to feed few sample data and do pick random numbers in front of all parents who applied there? 

NCPCR who is mainly looking after the RTE Act Violations should look into this matter of RAA a pure screening process.

Why DOE is still remaining silent on all these issues?

APJ is the most corrupt school and their selection criteria is totally fraud. Last year also they did the same. How can they draw lottery without calling parents. Schools like bal bharati, indraprastha also did lottery and thet called parents. They even took the video recording so that its a fair game, but APJ school did the most wrong. First they charged Rs 600 for online form filling and then they draw lots without notifying us.

This should be corrected. Mr Sumit Vohra , pleas do something for all 3 branches of APJ, let them do the lottery again.

Internal news is that each seat of APJ is sold for Rs 4-5lacs and their admission criteria is an eye wash to the parents.

We are helpless and can do nothing...even the govt is involved with them.

Deepak - I applied to APJ Saket and SS and did not pay any amount for online form filling, Are you sure about this? 

Though I find it fishy that the two lists have such a huge overlap but I fail to understand what the Schools would gain by having a common list. Parents will not pay donation to two schools for getting their child admission so it really does not make sense for the schools to have similar list as it only increases overhead for them in maintaining 2nd lists.

Since the pool of children they are picking from is same to a large extent and logic that they use (categories of parents profession and all) is also same, probably that is leading to such an overlap. 

But the fact still remains that the process is not at all transparent and guidelines of DOE are not being followed.

No procedure was followed ,can they tell us which software

they used for random selection :)

@Abhishek: Possibly the seats will be converted to "Management seats" and sold off. Who's going to follow up if no one's name has appeared on the list?

@Sakshi: I am sure they used Apeejay proprietary software which magically (randomly) selects same set of 29 children everytime :))))

You are right.

Probably they were not able to fill enough seats with people who were ready to pay up. And this gives them the opportunity that they have 29 seats for which they can negotiate with people in waiting list or outside to pay up and have time of an additional month to achieve that. If people pay up they get seats or it goes to people in waiting list. 

Smart move!!!
