Schools to hold a fresh draw of lots based on ‘95 points’ system

Fresh draw of lots will now be conducted in all schools.

The Department of Education (DoE) has amended the nursery admission guidelines by reworking the point allocation system and released a new admission schedule for this academic session.
This comes in the wake of the department receiving numerous complaints about parents misusing the interstate transfer points.

With the deletion of interstate transfer points (5 points), admission to schools will now take place on a 95 points system — “the points determined only as per neighbourhood, sibling studying in school and parent alumni of school criteria”,  a notification by the DoE stated.

Schools will also have to modify the first list of selected candidates, by vacating seats given to interstate transfer applicants. Children already selected based on neighbourhood, sibling and alumni criteria will retain their seats. Those children with 70 points who were selected in the draw of lots will also retain their seats.

“If a school has already conducted draw of lots for applicants with 70 points, the draw shall remain valid for selected/confirmed candidates only. Fresh draw of lots will be held for remaining applicants, who have 70 points, including wait-listed applicants and those applicants who were securing 75 points because of the interstate transfer points category case,” states the order.

In the previous system, of a total of 100 points, 70 are given to children living in the neighbourhood of the school, 20 if the applicant’s sibling studies in the same school and five points each if either parent is an alumnus and if it is an interstate transfer case.

Only those having 75 points out of 100 were considered for the draw of lots while those having 90 points were automatically admitted.

Instead of February 28, the first list of selected candidates, including those belonging to the economically weaker section and disadvantaged group, has been extended to March 15.
The date of display of second list, if any, will be March 20. The date of display of subsequent lists , if any will be from March 21 to March 31, 2014. The admission process will close on March 31.

“Parents have really appreciated the changes made. But parents of those children, who were genuine interstate transfer cases, are now contemplating legal recourse,” Sumit Vohra, founder of admissionsnursery.com, a portal representing the parent community in Delhi, said.

Who will make the cut

  • Children already selected based on neighbourhood, sibling and alumni criteria will retain their seats
  •  Those children with 70 points who were selected in the draw of lots will also retain their seats
  • The date of display of second list, if any, will be  March 20, 2014
  •  The date of display of subsequent lists , if any will be from March 21 to March 31
  • The admission process will close on March 31

Draw of all including alumni and sibling should be held again......why the parents with genuin trf. Suffer......each child should have equal chance of education.

Even if the transfer is genuine, why the children of these people need to be give points for that? What is the problem for these kids compared to those who reside in Delhi permanently? I can understand when the transfer is in mid-session for an upper class, then the kid has to get admitted to some good school here, but why at the start of the session in nursery? Can any genuine transfer case parent answer this for me? I really want to understand.

Mr Suresh this question is not if transfer points are valid or not. We have already had lot of discussions around this in the last few days.
The point now is genuine transfer cases should be given a chance a complete fair chance to compete with others.

Mr Shukla that is what I am saying, I never fought to be given these 5 pts for transfer but DoE issued it. But now when it is scrapped don't you think its too unfair for such kids to have a partial draw of lots.If any sensible person understands what probability is then they should understand why a complete redraw is needed.

You have a valid point. Actually I think all these appeals to court etc. should have a deadline before the admission process starts. Once it starts there should not be any change in that no matter what the guidelines are. If they are wrong then correct it in the next session.

completely agree.. why transfer cases should suffer with a partial draw ...when a silly mistake was commited by DoE/LG by first awarding 5 points and now scraping it a day before 1st list that too with a partial draw... complete nonsense !!!

No one really interested in understanding parents plight... cost of re work@ school s... who would pay... I aas genuine transfer casd staying less than a km fromm all good schools.. whts my fault... why should I to go through this trauma again ...

total injustice for genuine transfer cases. The transfer points are removed, thats fine and understandable, but why is DOE penalizing us for following their own guidelines.. why do we compete in less seats..

I agree with you for alumni case. it should be removed.all the EWS cases should be checked for genuineness.Draw should be done again for all.

What a totally daft thing to say that sibling points should not be added. Do these guys have no sense of the logistics of managing children in different schools
