Why draw of lots in nursery admission be not held afresh?: HC

The High today asked the city government to inform it why draw of lots in nursery admission be not held afresh for all seats under neighbourhood scheme instead of just for those seats which were vacated after inter-state transfer category was scrapped.

Justice Manmohan asked the counsel for the government to take instructions from the directorate of education and listed the matter for further hearing tomorrow.

The court was hearing a plea against city government's decision to do away with the system of allocating points to inter-state transfer cases of children seeking admission in nursery classes here.

Delhi government had on February 27 issued a notification scrapping the inter-state transfer category under which it used to give five points to children whose parents have been transferred to the national capital from another state.

The notification was issued by the government after it admitted in court that there was misuse of the inter-state category.

The petition challenging the February 27 notification as being "totally arbitrary and unjustified" has been filed by Major Saurabh Charan and some other parents who have sought quashing of the government's decision to do away with the inter-state transfer category.

The petition has also sought directions to the government "to confirm the list of successful candidates/applicants including the children of present petitioners published by the schools prior to the passing of the impugned notification/ order..."

In the alternative, they have sought that draw of lots be conducted afresh for all seats under neighbourhood category by cancelling the entire draw held prior to February 27 and not just of those children who had availed of the benefit of the inter-state transfer category.

Under the earlier system, out of the total 100 points, 70 were given if the child lives in the neighbourhood of the school, additional 20 were given if a sibling is studying there, five points more if either parent is an alumni and another five points if it is an inter-state transfer case.

Those having 90 or more points are directly admitted while the rest have to undergo the draw of lots for admission.

Friends let us prepare for going to HC against abolition of alumni points and capping of sibling points.   

The main target of 70 pointer parents now should be on ALUMNI. There is no ethical, moral, legal, and constitutional justification of awarding 5 points to kids of alumni. This is nothing but a shameless perpetuation of feudal practice. Does UPSC award the wards of IAS and IPS officers with alumni points. Do IITs and IIMs do the same to alumni's children. Come on, we middle class people constituting 95% of applicants in Delhi school must fight tooth and nail in HC and SC of India until the bloody 5 alumni points are not abolished. Inqlab Zindabad. We also demand the capping of siblings. Why should parents having two and more kids have upper hand than those having single child. Friends come together and fight the war against cozy sitting parents who get more kids. Down with Feudal mindset. Jai Hind

@Qaisar sahib you r 100% right.... only sibling is justified rest is all bogus

Sir, sibling quota must be capped. All leading and well established schools are being hijacked by siblingers. Why should parents having single kids be at disadvantage than those having multiple kids.

coz its really painful for parents to pick one child from one school and another from another school. it has so many benefits fr the country as a whole, b it time, fuel, traffic jams, cost saving etc etc.

Sibling is justified as it is based on present whereas Alumni is based on past.

Alumni also mean that a person is living in that place fr so many years, and if his child gets admission, he need not change his place for admission purpose only... i dont think alumni is total waste an idea...it is having some value for sure.

Than with Sibling points make the system unfair towards parents with single child/first child.

And alumni does the same to people who have transferable job or who have moved to the city.

In my view Alumini point doesnt make sense but first child should get point like sibling. If a parent is living in delhi for many years then first child point help him to admit his first child and sibling point will help him to admit his second child. In That way every child weather first or second of each parent would get a benifit

if first child n sibling both have same points, then how will it benefit u to get extra points frm others :D kab samjhoge basic baat ko.
