Why draw of lots in nursery admission be not held afresh?: HC

The High today asked the city government to inform it why draw of lots in nursery admission be not held afresh for all seats under neighbourhood scheme instead of just for those seats which were vacated after inter-state transfer category was scrapped.

Justice Manmohan asked the counsel for the government to take instructions from the directorate of education and listed the matter for further hearing tomorrow.

The court was hearing a plea against city government's decision to do away with the system of allocating points to inter-state transfer cases of children seeking admission in nursery classes here.

Delhi government had on February 27 issued a notification scrapping the inter-state transfer category under which it used to give five points to children whose parents have been transferred to the national capital from another state.

The notification was issued by the government after it admitted in court that there was misuse of the inter-state category.

The petition challenging the February 27 notification as being "totally arbitrary and unjustified" has been filed by Major Saurabh Charan and some other parents who have sought quashing of the government's decision to do away with the inter-state transfer category.

The petition has also sought directions to the government "to confirm the list of successful candidates/applicants including the children of present petitioners published by the schools prior to the passing of the impugned notification/ order..."

In the alternative, they have sought that draw of lots be conducted afresh for all seats under neighbourhood category by cancelling the entire draw held prior to February 27 and not just of those children who had availed of the benefit of the inter-state transfer category.

Under the earlier system, out of the total 100 points, 70 were given if the child lives in the neighbourhood of the school, additional 20 were given if a sibling is studying there, five points more if either parent is an alumni and another five points if it is an inter-state transfer case.

Those having 90 or more points are directly admitted while the rest have to undergo the draw of lots for admission.

कृप्या करके कुछ तरस EWS केटेगरी पर भी करे ।

कुछ स्कूल ने 0-1km के दायरे में आने वाले बच्चो को सीधा दाखिला दे दिया है जिन की संख्या 46 है 50 में से

और बाकि 4 सीटो के लिये ड्रा निकला 400 में से जो की बिलकुल गलत है ।
4 सीटो में से 3 पर DG के बच्चो का नाम आया था और सिर्फ एक सीट पर ही EWS का नाम ।

और ड्रा की तारीख 22 jan दी थी और चोरी से ड्रा 7 जन को ही कर दिया बिना पेरेंट्स को बताए ।

ये तो EWS गरीबो के साथ बहुत बड़ा धोका है ।

स्कूल का नाम है dps vasant kunj ।

मुझे इस स्कूल के बारे में ही पता है क्योंकी मै यहाँ ड्रा में मोजूद था ।

हम सब EWS यूनियन के लॊग आप से अनुरोध करते है इस प्रक्रिया को अभी रद्द किया जाय और दोबारे से सभी के सामने 0-3 km के लिए ड्रा किया जाए ।

शिक्षा निदेशालय पर शिकायत करने पर भी कोई कारवाही नहीं की गयी ।

Till the time, the number of seats are limited and there are more applicants, there would always be a lot of unhappy parents. Every parent would want the guidelines in such a way that there kid has a first right to be admitted in the school. So, one can expect at least 4 lacs different criteria in school admission process.

Are there any parents feeling good that finally, there is some transparency coming in the nursery admission process. Till last year, with all those stupid point plus the management quota, the admission process was dependent only of your spending power. Rather than accepting the better things, we are all criticizing the entire process.

Moreover, to people who say that parents within 1 km of school should have the maximum benefit, I would like to tell them that when our forefathers bought houses in Delhi 30-40 years ago, they did not know that which would be the best schools of Delhi and there would be such a system in place in future. The government ruling of 8 km make good sense but having slabs in distance points do not make any sense at all.

LET US ALL TAKE THE PROCESS AS A POSITIVE START TOWARDS TRANSPARENCY IN THE SYSTEM AND OBEY THE GUIDELINES PREVAILING.

i knw its the fight fr getting wat u think is best n not the admission...8 km stretch is nothing but a useless exercise... in a city like delhi 8 km radius approach is a foolish approach at all.

you think because you may be residing near good school but just think for parents where within 8 km no good school then what

ma'm, the more u enhance the radius the lesser the probability in your draw also.. 8 km radius means applications are also much extra there.

but just think for parent not living near to good school, why we are saying they should not have good chance or equal chance..you may be thinking this because you stays near good school and still in problem ..I think equal opportunity for every innocent kid for education should be there

equal chance to all in all schools will mean that there is draw on all seats without any point for anything :). in that situation also, there wud be situation wen a child living in dwarka is selected in a school in pitampura and vice versa...still they can't exchange their seats :D

still better than not getting admission anywhere. just ask people who are still looking for even single school selection. 

oh god... hw can u guarantee ur seat in ur scenario also.m nt getting u...there is no way to give fair chance to all...

Agreed. But would like to highlight a few issues here:

1. Many areas of Delhi do not have good schools within the vicinity of 2-5 km, so we need a radius of certain km, which can at least give us a chance in good schools.

2. The travelling time in Delhi is more than 4-5 mins per km during peak hours.

Keeping both things in mind, we need a balanced approach wherein both the above points are addressed. Therefore, I said that 8 km makes good sense.
