There are serious concerns over the safety of children travelling in the school buses. Sad tales of children losing their lives owing to negligence have shocked the nation.

Here the more concern should be on private transporters as atleast school buses (arranged and managed by schools)  have some attendant/maid/mam in the bus, whereas, private RTVs or vans  don't even have an elder person except driver who is ofcourse unable to notice or do anything if some kids fall in the bus or bring out their hand or head out of window or fight inside the bus or whatever.

Since, Traffic Police have started punishing these drivers in form of chalan, these drivers are on strike and again the only sufferer in all this becomes the parents. They have to take half day or leave from their offices to drop and pick their kids to school.

I strongly believe that it should be compulsory for all schools to have good transport system of their own. Accidents or incidents occur more when schools or parents hire buses or vans from private vendors or drivers. Then there should be compulsory female teacher or attendant in the bus so that girls can feel more safer. Ofcourse, other things like first aid kit, iron rods in windows etc are also must but whats use of these rods if kids can take out their hand or head outside even with iron rods. Only a good attendant can keep an eye on kids in the bus and help in controlling  tragedies on the roads.

my opinion is windows and door should be locked, i agree in this case A/c requirement and transport cost will increase but cost is nothing in front of child safety... also a lady teacher/attendent is required for kids governance.  

 

I agree to Mr. Vorha, schools at the time of admission, just to take admission commits that they will provide transportation from the area. But after a year or so, they suddenly withdraw their transportation services stating that this is not visible for them to provide transportation in the area. Also to save cost they make such a long route that lot of kids suffered a lot & spend more than 1-2 hrs each side in buses only.

I have a example of School, where the MD herself commits to provide transportation in our area & than only we get our child admitted in the school. After a year one day when we were waiting for school transport, we get the information that school has stopped the services in our area without informing us. After that while discussing with MD she refuse to accept that she promised to provide transport services in our area, she asked me to show the written proof & finally they withdraw the transport services stating that last year they were having small route & were using school Innova for pick & drop, but this year they introduce the bus & the bus is having a very very long route. So, this will not provide bus service in our area for 1 kid.

Now being a sufferer & looking into the safety of our kid, we are now force to pick & drop our kid to the point which is 1.5 km away from our home. As we don't trust private cabs, so we are suffering & managing somehow

Schools are really not bothered about kids, they are just there to make there money. No concerns about the safety of the kid or how parents are suffering  

Instead of rods on windows, buses can have a Iron Net (Jaal) on windows, so that children can get the air as well as they won't be able to take their hands or head out off bus window, thereby, increases the security of children. In mumbai, many buses having the same.

Despite hefty charges, the school buses don't have even first aid kits! Isn't it mandatory requirement?!

First aid kit is very essential one without expiry of medicines in it which can save the loss of life atleast by preventing the blood loss at time of accidents.

 

Sir i think it everyone`s duty-as school as well as parents.First of all school should provide own transports with nominal bus charges so that it is convinient for all the parents as parents also hire private transport which is also i think not safe. two or three staff members should be present in bus as only one teacher and helper can`t control the students as some of them  never seriously listen to the teacher.It is also moral duty of each parents to convey their child the safety points to be followed while child is in school , which will make  our child safe.

It should be mandatory for all schools to provide transport in their catchment area. My kid joined salwan junior this year. The school bus routes provide transport to area as far as district centre, but what comes in middle areas around jail road are not covered. I started sending my ward in pvt van... And lol! he started getting motion sickness in that van.... We are back to leaving him on own and come back by van.

 Thanks to Mr.Vohra for bringing out the sensitive issue of safety of school buses in a national news channel. Well quoted and valid points. School management has to take the responsibility of transporting children more seriously hereafter. Safety of children is not a one man show. Parents, teachers, school managements, police and transport officials are collectively responsible for safe travel of children on the roads. School management should appoint drivers who have more than 10 years of experience and closely monitor the transport of children.  Even teachers can be appointed to monitor the transport. School vehicles should not be overloaded and drivers should strictly follow the traffic rules. Eventhough strength of students grow every year schools stop their fleets of buses and parents have to seek private vehicles like autorickshaws and maxicabs which are more riskier. 

State Government can allow sub-contracts which can allow the private to work with private owner permit but fully governed by school rules.

 

Supreme court guidelines should be strictly followed.

 

Tough new rules to save kids on buses

New Delhi, August 1, 2012, DHNS:

Route plan, conductor mandatory now

Days after a student died after his head hit an electricity pole as he was leaning out of the window of his school bus, the Delhi government, on Wednesday, directed schools to follow new safety norms while ferrying children from home and vice versa.
The new guidelines make its mandatory for the management to draw a route plan for school buses by August 15 and appoint an in charge, especially to monitor the school bus fleet.
“Every school should have a route plan for buses. By August 15, the management will have to submit the route plan, list of children travelling by school buses and the designated bus stops to the traffic police, transport department and directorate of education,” transport minister Arvinder Singh Lovely said.
Valid licence
“In addition to the bus attendant, the schools will have to compulsorily employ a conductor by September 30 who has a valid licence. Only those buses which follow the norms will be allowed to operate,” the minister added.
With this the school management should also ensure that three grills are installed with the windows of every school bus with a maximum gap of 20 cm. “The speed limit for any commercial vehicle in the city is already determined as 40 km per hour.  From now on, while show cause notices would be issued against the driver for the first violation of the speed limit, the driving licence of the driver would be cancelled if he is caught violating the speed limit for the second time,” Lovely said.
The decision was taken in a meeting chaired by the transport minister. Transport commissioner R Chandramohan, Joint Commissioner of Police (traffic) Satyendra Garg, S M Ali, additional commissioner of transport, additional director of education Sunita Kaushik and members of Delhi Contract Bus Association were present.

This is a very positive step by the government but please tell me does this order imply upon private transporters too? If not, then its of no use as most of the  parents have now hired  private vans or rtvs due to several reasons.

this is very good move by Mr, Vohra , this is one of the most painful area of parents. i feel very scared when i leave my child in the school bus which is not well maintained, seats not confortable, driver looks horrible. They make route so long that these kids needs to travel for 1 hour just for covering a distance of 30 minutes and which is next to impossble to be in that bus in the hot summer . One day the school bus which came to pick my child was having broken window pan and how can we think of safety of the child. It should be made mandatory for the scholl admistration department to have their own school busus, own driver, two attendant in the bus (females), first aid kits and drinking water atleast.
