As a someone who has been involved in creating such rankings, let me tell everyone with some authority that these rankings should not be taken seriously.
They are advertisements. Period.
The editorial side of the newspaper/TV channel is rarely involved in creating them. It is the ad sales team which is in charge. They usually go to educational institutes and offer to place them at a higher rank in return for advertisement spending. It's a quid pro quo deal.
They then tie up with some third party surveyor because no channel or newspaper in the country has the resources to conduct such a vast survey on its own. These surveyors have even less regards for ethics than the media house.
Some times a new university or educational institute will itself approach the ad sales team and ask them to create a ranking which features them prominently. They pay for the entire expense that goes into creating such a list (it's not cheap!) + guarantee advertising of X sum over the next few weeks/months. To make it look less obvious they will run the ranking on one outlet and the ads on a sister outlet.
Over the years such "rankings" have become more sophisticated. Well known schools get top rank to make it seem credible. The advertiser school gets No. 2 or No. 3 slot (or anything in the top 10 really) to show it is in the company of the best. If they give it No 1 rank, nobody will take the ranking seriously.
Some years back, IIPM used to be always near the top in all such rankings. Now, its owner Arindam Choudhary is in jail and the degree is worthless.
You nailed it :)
