नर्सरी पर लग गई स्कूलों की लॉटरी!

नर्सरी एडमिशन मामले में दिल्ली सरकार पर प्राइवेट स्कूलों का दबाव बखूबी काम कर गया। पॉइंट या लॉटरी सिस्टम के फेर में फंसी सरकार ने आखिरकार नर्सरी एडमिशन की गाइडलाइंस जारी करते हुए प्राइवेट स्कूलों को अपना क्राइटेरिया बनाने की पूरी छूट दे दी। स्कूलों को अपने हिसाब से एडमिशन की कैटिगरी बनाने को कहा गया है। यानी स्कूल खुद तय करेंगे कि उन्हें एडमिशन फॉर्म्युले को कितनी कैटिगरी में बांटना है। एडमिशन का फैसला पॉइंट सिस्टम से भी हो सकता है और स्कूल चाहें तो ड्रॉ भी निकाल सकते हैं। खास बात यह है कि ड्रॉ सिस्टम के खिलाफ प्राइवेट स्कूल खुलकर सामने आ गए थे और कहा था कि पॉइंट सिस्टम से ही एडमिशन होने चाहिए। इस बार स्कूल अपनी जरूरत के हिसाब से पॉइंट सिस्टम तैयार कर सकते हैं। यही नहीं मैनेजमेंट कोटे का फैसला भी स्कूलों पर छोड़ दिया गया है। स्कूल अपने एडमिशन फॉर्म्युले में पैरंट्स की एजुकेशन और उनकी इनकम को शामिल नहीं कर सकते और इसे कोई वेटेज नहीं दी जा सकती।
स्कूल जो भी क्राइटेरिया बनाएंगे, उसे शिक्षा निदेशालय के पास भेजना होगा और हर स्कूल के क्राइटेरिया की परख होगी। क्राइटेरिया में भेदभाव होने पर स्कूल से जवाब-तलब किया जाएगा। इस बार नर्सरी एडमिशन की प्रक्रिया 1 जनवरी से शुरू होगी और 31 मार्च तक चलेगी। शिक्षा मंत्री अरविंदर सिंह लवली ने गाइडलाइंस जारी करते हुए कहा कि ये कैटिगरी राइट टु एजुकेशन एक्ट के प्रावधानों के मुताबिक ही होनी चाहिए।
1 - जारी रहेगा पॉइंट सिस्टम का खेल, दिल्ली सरकार ने प्राइवेट स्कूलों को एडमिशन के लिए अपना क्राइटेरिया बनाने की पूरी छूट दी। वे चाहें तो पॉइंट्स दें या ड्रॉ करें। पैरंट्स की एजुकेशन और इनकम एडमिशन फॉर्म्युले में शामिल नहीं।
-आर्थिक रूप से कमजोर स्टूडेंट्स (ईडब्ल्यूएस) के लिए हर स्कूल में 25 प्रतिशत सीटें आरक्षित होंगी। सरकार से रियायती दर पर जमीन लेने वाले स्कूलों में पहले 15 प्रतिशत कोटा था। बढ़े हुए कोटे पर दाखिल होने वाले बच्चों का खर्च दिल्ली सरकार स्कूलों को देगी। यह कितना होगा, इसका फैसला एक हफ्ते में होगा। रियायती दर पर जमीन न लेने वाले स्कूलों में पहले ईडब्ल्यूएस कैटिगरी नहीं थी, लेकिन अब वहां भी 25 प्रतिशत सीटें आरक्षित होंगी।
-स्कूलों को मैनेजमेंट कोटा रखने की भी छूट, 20 प्रतिशत से अधिक नहीं होगा कोटा। इसे बरकरार रखने को लेकर भी प्राइवेट स्कूलों ने सरकार पर दबाव बनाया था।
4 - आयु सीमा के मसले पर सरकार ने कोई बदलाव नहीं किया है और इस बार भी 3+ वाले बच्चे को ही नर्सरी में एडमिशन मिल सकेगा।
- पाई चार्ट - 20% मैनेजमेंट कोटा ,
25% ईडब्ल्यूएस कोटा, 55% जनरल सीटें

will the schools issue forms on all days or can they issue the forms on first come first serve and declare that forms are finished in one or two days

Sanjeev, please understand schools mint money selling forms!Don't worry they will never run out of forms. Due to logistics constraints some schools MAY not sell forms on holidays. But usually, they make brisk business by trying their best to sell forms as many days as possible to as many parents they can!

shiksha mantraleya sirf naam ke hai, kuch kaam nahin karta, faltu ka paisa kha raha hai, do saal main 20 lines ka common point system nahin bana sake. Lovely ko sirf apni university se hi matlab hai, dilli ke bachchon ka kya bhavishye hai uske bare main main kya fikar...

Govt should have made the guidelines for point system and they should have told all the schools to follow the same.
with this notice all the schools are allowed to make the points system according to their own way, which is wrong at the end.

Really....this govt has done PhD in corruption, playing tricks and "How to confuse people" ..... They are trying to confuse people deliberately to get benefited .......Great job done Congress“NOT” .....
Aur lao aisi sarkar....par kare bhi kya...sabhi aise hai....
Still one thing for sure that if they come one more time then their confidence will be sky high, it will be like no body can beat us for whatever we do; it will be dictatorship in the name of democracy. Since it is declared democracy not actual dictatorship we will not able to do anything about it except writing our frustration on internet; Corruption will break all barriers, they will sell every Indian to make their bank balance more heavy..... :( .... God forbid that day ....

it is not dictatorship nor democracy. If it is dictatorship then govt. will give a proper order which should not be oposed by anyone but here the govt. is not bother to take any little action, only what they are doing is just spending two years and money in designing Common Point system and at end giving final decision that school will have their own points.
I think if any simple literate person sit for two days and servay schools and some parents for two weeks, he can make CPS but the budhijivi in power don't have time to do so.
