VIS noraml infra where as SVIS AC. VIS is better and less expensive than SVIS. If i have to opt i will go with VIS rather than SVIS

Fee i think will go around 12-14K PM not sure but its little expensive. Fee for both schools are almost same. But SVIS gets costlier due ti its extra activity.
