Should caste come in the way of a child's admission to nursery class? Some schools in the Capital would like to know if a kid belongs to "General" category, scheduled caste, schedules tribe or other backward classes in their application forms.
Out of 40 forms checked by Mail Today, as many as 13 schools have asked which category a child belongs to. The list of 13 includes Dwarka International School, Laxman Public School in Hauz Khas, Mater Dei School, Vivekanand School, The Heritage School in Rohini and DAV Public School in RK Puram.
Experts worry that this "pre-screening" could spell danger for every family not falling in "General" category and could be used to screen parents based on their caste.
Sumit Vohra, founder of admissionsnursery. com, an online community of over 1.25 lakh parents, said, "Why do schools want to know caste or category of the parents when no manual economically weaker section or disadvantaged group admission will be done this year? This amounts to direct screening which is against high court orders and could create legal trouble for the schools."
Seema Awasthi, principal of De Indian Public School in Rohini, an institution asking for applicant's category, admitted to have using old forms printed in 2015 for admission to the class of 2018 and said family's caste details are being sought for the sake of school's information.
"We got these forms printed last year and, in fact, last to last year. In next year's admission round, we will check what needs to be included and excluded," said Awasthi, whose school is giving a whopping score of 90 to a child living nearby.
Anju Kapoor, principal of Modern Public School in Shalimar Bagh, clarified that the section is carried on the application form for the school's record.
The "early scrutinising" helps identify parents who want to reap benefits of belonging to a certain community or a disadvantaged group, Kapoor explained,while mentioning that the school's admission process is transparent.
Recommending that the column be used only for the purpose of benefitting the child and not screening the family, Atishi Marlena, chief adviser to education minister Manish Sisodia, said, "It is not incorrect for them to ask.
However, it would be incorrect for the schools to screen parents on the basis of category. What will have to be checked is if they are screening applicants, which will be compared by checking the points allocated to parents. If schools are found screening parents on the basis of caste, action will be taken against them and FIR will be filed."

r nursery admissions, parents are now brainstorming over the alleged interviews being conducted by some unaided schools going against the guidelines. Parents have alleged that schools have called them along with their child for an ‘interaction’ before declaring the first list of selected candidates scheduled to be out on February 28.
From honing their communication skills to making themselves more presentable, parents are trying it all, to ensure that their child is admitted to a prestigious city school. “We have been called for interview on February 13. The school authorities have asked us to come with documents and bring our child along. As far as I know the Government guidelines prohibit schools from interviewing parents and kids then how are schools doing this?” asked a parent wishing to not be named as it may disrupt their child’s admission in New Era School, Rajouri Garden.
After the form submission phase, several schools have come up with interview dates for parents and children, violating the Right to Education and admission norms. “If such a thing is being practiced by schools, it is a violation of the RTE and the admission guidelines. Schools are strictly prohibited from conducting any kind of exam or interview and it can even land them in jail. They can be prosecuted,” said Khagesh Jha, advocate and member of Social Jurist, a civil rights’ group which has been actively fighting for the fair nursery admissions in the capital.
Sumit Vohra of admissionsnursery.com said it is like a pattern as each year schools continue to hideously flout the guidelines and come up with their own procedures. “Despite strict instructions from the government and courts, schools do their own thing. They should be pulled up for non-abidance and severely punished. It is a complete harassment to parents,” he said.
Some parents have lodged complaints with the nursery admission helpline number- 01127352525 of the Directorate of Education to get the issue addressed. However, no action has been taken so far. Some other schools flouting the norms include, Aster Public School, Mayur Vihar Phase-1, Vivekanand International Senior Secondary School, IP Extension, Modern School, Shalimar Bagh, Bhatnagar International school and St Lawrence School, Geeta Colony, to name a few.…
