Civil Lines, Delhi- 110054 Review /Modification on Fee Refund Policy by DOE Sir Earlier i had met Mr P Krishnamurthy ( Director of Education)on 9 feb 2011 and highlighted many issues and one of them was that many schools were misleading the parents by saying as there was no fresh fee refund policy issued that year ,so fee was not refundable .It was kind of him to issue a new fee refund policy within two days dated 11 feb 2011(Circular attached) .As all schools are aware in absence of new Govt Notification ..the last one is valid but some were not ready to refund the fees. Now coming to my point In previous years ( till 2 years back) All the Schools had to come with their first list + waiting list on 1st Feb and second list by 28 Feb ( or within one month) so as per DOE fee refund policy things were more or less smooth ( exceptions are are always there) in which if parent wanted to withdrew, Schools could only deduct Admission fees + Registration Fees + one month tution Fees and refund the balance. But now as per DOE guidelines last date of displaying First list + Waiting is 15 Feb , that means Schools can come any time with the results before that and But DOE DOES NOT MENTION ABOUT FEE REFUND IF PARENT WITHDRAWS HIS WARD AFTER ONE MONTH in its fee refund policy. Many Established Schools are coming out with the First list and most of them give 2-4 days time to deposit the fees. Please find the list below of some prominent schools coming with first list from 3rd week of Jan onwards . Our concern is if any parents deposit the fees, as any parent would in the first school their ward gets selected.In case they want to withdraw the child after getting selected in second list ( on 28 Feb or third list that keeps coming in most sought after schools in till march end) , how they would get refund as per DOE fee refund policy.As DOE circular only mention of fee refund if applied for withdrawal within one month of deposit of fees. What we will suggest is that the duration of fee refund policy should be increased from one month to two months and keeping in mind that school don't loose money, schools can deduct tution money of two months (rest components remain same)if parents withdraws their ward after two months but only of one month if they withdraw after one month respectively. Or any policy from your side which solves the purpose. What made you choose BGS over other schools and why?

For my part of the story, I have shortlisted BGS International School because
1) I figured out that this school emphasize more on academics and providing quality education. My priority was more on academics and non-fancy schools. I came to this conclusion after going through information on schools website + Comments on Nursery Admission web portal + Visiting school personally.
2) I have visited school many times after my wards name got shortlisted. Was never allowed to enter the school premise but most of my comments are based on factors I came across outside the school premise. During one such visit I was trying to coordinate with parents of existing students and the only thing I heard from their mouth was good about the school and its principle. Most of these parents recommended me to get my ward admitted blindfolded and a decision I am not going to regret for rest of my life. Same kind of comment came from someone who resides in my society and his ward is going to school from last 6 years.
3) I put up in Sec 23, Dwarka and it was tough decision to finalize BGS (considering security for a girl child). Firstly this school is located 5 KM away and my ward has already her name shortlisted in 3 nearby schools (Basava + Indian Heights + DIS) which fall within 200 meters. However looking at the feedback from other parents; I neglected the distance factor and got it removed from school shortlisting criteria.
4) As per my analysis, average class result of BGS for 12 Class is 85%, which is close to Mount Carmel having an average result of 87% for the same class. This puts BGS close to one of the best schools in Dwarka known form academic achievements. This really matters a lot to those parents who emphasize more on academics as main point of shortlisting criteria.

4. Criteria for Selection
In case of Neighbourhood, the applications must be accompanied by the Map showing the aerial distance from their residence to the school (www.distancefromto.net) Points will be given according to the defined number of kilometers in a range.
In case of Siblings, the applications must be accompanied by self-attested photocopy of the Student's Identity Card (both sides) and photocopy of the latest fee payment receipt of the sibling student indicating the admission number.
Out of the total applications from the neighborhood range and Sibling Criteria, admission would be first offered to the candidates attaining maximum points.
If the applications attaining similar points are more than the seats of General Category, the draw of lots shall be conducted to admit the students against the number of available seats.
If the vacancies remain unfilled after exhausting the applications from the first lot of maximum scorers, the applications from the next lot of maximum scorers shall be considered in the above manner.
EWS & DG Category Admissions to be decided by Directorate of Education. The D.O.E will process the applications online for admission in schools as per the guidelines.
5. Registration Process
a.
The admission shall be made without any discrimination of Caste / Religion etc. by the admission committee under the Chairmanship of the Principal. No interview or interaction shall be held with the candidates and parents.
b.
The process of Nursery Registration will be conducted both via online and offline modes
c.
The Registration form shall be available at the reception of the school on all working days from November 23, 2023 onwards between 9:00 am to 2:00 pm on payment of Rs. 25/- only.
d.
For Online Registration, parents can visit the school website to do the needful (www.theindianheightsschool.com). The direct link to apply online will be available in the Admission page of the school website from 12:00 am Thursday, 23 November 2023 to 11:59 pm Friday, 15 December 2023. entry level class for their wards in the national Capital's private and unaided schools remain a harried lot with many popular schools refusing to accept "Aadhar Card" as a valid residence proof. Some others have gone a step further and specified "Passport/Voter ID of both parents" among the options as acceptable residence proof - in contravention to the Directorate of Education (DoE) guidelines. A large number of schools are also rejecting "registered rent agreement" as a valid address proof unlike previous years' practice. On Wednesday, complaints from more than 50 parents were received by activist Sumit Vohra, who runs a helpdesk for nursery admissions and has a portal for the same, in this regard. "Over 50 schools have complained against schools to us. Most of them are prominent ones that are not accepting rent deed as valid proof with even Montfort School mentioning it on its website," Vohra told The Tribune. Noting that there are others that are not accepting Aadhar and asking for both parents address, Vohra added, "Most of the schools are either verbally denying or have notified it on their website, such as Mountfort. Sardar Patel Vidyalaya only wants Passport/Voter ID of both parents. As per DoE notification, only one parent's address is required and Aadhar is a valid address document even if they are minority schools, they are covered under Delhi Education Act 1973 of DoE." "Mostly all schools are refusing to accept rent agreement as proof of residence, hence leaving people who are on rent in a bad situation, and no hope for our children to get into good schools this year. Asking for domicile certificate which takes 14 to 21 days to get after filling up the form online and that isn't possible as admissions close on January 22. We people on rent need desperate help," said Nikita, one of the many parents seeking admission for her child.
