ral schools have already begun to screen children — a violation of the Right of Children to Free and Compulsory Education (RTE) Act 2009.
As per the Act, children between the ages of six to 14 years cannot be subject to any form of screening.
Hassled parents, who wanted to change their children’s school, have been forced to rethink their decision when their child’s name did not figure in the list despite a screening procedure.
“We applied to Mother's International School for our son. They gave us a roll number and called us for an interaction on February 18. My son was tested on basic math, English, Hindi and story-telling,” said Sapna Neghban, whose child will now go to class I.
The school authorities refuted such claims. “We do not conduct admission tests for children. There has been some miscommunication,” said an official at the school.
But sources say that several other prominent public schools are conducting admission tests for children below 14 years.
“We will conduct a written test for all students seeking admission from classes I to IX on March 18 for children of parents working in Defence Forces. We took this route as a lot of students have applied to the school and no one has suggested an alternative,” said Brother Dominic Jacob, principal, Mount St Mary’s school.
Principals and teachers have reacted strongly to these schools conducting such tests.
“Schools have the option of conducting a lottery or following the system that was followed during the nursery admissions. But conducting tests is absolutely against the RTE Act,” said Ameeta Wattal, vice chairperson, National Progressive Schools Conference (NPSC).
The Delhi Commission for Protection of Child Rights (DCPCR) has received several complaints regarding such irregularities after parents took the matter to the Directorate of Education (DoE).
“Till November we had received close to 12,000 complaints and even now, complaints are pouring in. We will first assess the nature of the complaint and the action taken by the DoE and then take up the matter with the schools,” said a DCPCR official.

The point system for admissions is being blamed for similar, girl-dominated lists at some other popular schools as well.
Saurabh from Vasant Kunj(Member Of AdmissionsNursery.com), who had applied for his child’s admission in over 18 schools in Delhi, expressed amazement at this disparity. “Every school is defining its own rules. I understand that girls have to be educated but boys have an equal right,” he said. Saurabh’s son has got admission in two schools in Saket but he would have preferred a school near his house in Vasant Kunj.
A teacher from G D Goenka said: “We have followed the Directorate of Education’s guidelines. The selections have been done in tandem with the point system followed by all schools.”
However, experts say there is no guideline given by the DoE which states that preference should be given to only girls. “This is a wrong perception. The directive has given guidelines which will help maintain an equal ratio. How will a class with more than 90 per cent girls and few boys function?” asked Khagesh Jha, an advocate and member of Social Jurist.
Other schools which have listed more girls include Heritage and Birla Vidya Niketan both in Vasant Kunj. Birla Vidya Niketan has more than 70 girls out of 119 children and Heritage has 29 girls out of 40 students in the first list. Heritage has given special privilege to single parents as well.
Most of the private schools in Delhi followed the 100-point system and draw of lots for selection of nursery candidates this year. Under the point system, minimum of 10 and maximum of 30 points are allotted to siblings, wards of alumni, candidates who live in schools’ neighbourhood, special children, girl child, first born, parent’s education qualification and school specific parameters.
Sumit Vohra, founder of the parents forum, www.admissionnursery.com laments that this has skewed the girl-boy ratio in many schools. “Girls have been given points meant for both girl child and first born when the schools were supposed to consider only one option. It is important to address this issue as equal education is imperative. The point system will work well in remote areas rather than in metros, where girls are not discriminated.”
Several popular schools in Delhi such as Modern, Sardar Patel Vidyalaya, Delhi Public School, Mother’s International, Vasant Valley, Laxman Public, Sanskriti and others, released the first nursery list on Wednesday where siblings and alumni took away most of the seats leaving behind only a few for the general category. Moreover, the Delhi HC’s recent order of distance criteria for admission under the EWS has created more confusion.

t DPS, RK Puram, shows that 10 out of 11 belonged either to alumni or sibling criterion.
At the school’s second junior branch at East of Kailash, only one in 36 did not belong to either category. At least 21 applicants belonged to both.
The minimum points to a candidate who does not belong to the sibling or alumni criterion is 32, based on residence and first-born category. Maximum points given to a child with any of the two criteria is 58, and maximum points for those who qualify in both alumni and sibling criteria totals 64.
As reported by Newsline on January 5, students applying under the alumni-parent or sibling criterion made the cut in large numbers in several private schools.
Specifically, nearly 98 per cent in DPS, Mathura Road, and 97 per cent in Springdales, Dhaula Kuan, belonged to the sibling and alumni criteria. A few schools admitted students through draw of lots, like Apeejay School in Pitampura. But even here, a third of the total seats were reserved for the alumni-parent and siblings criteria.
At Mother’s International School, there are 35 points each for sibling and alumni criterion. The minimum points allotted to a short-listed candidate are 40, while only 30 points are given in the neighbourhood criterion. Maximum points to any applicant go as high as 70.
At Springdales, Pusa Road, the minimum weightage for selection is 45 points.
Children who do not come under the sibling or alumni category, will have to score 20 points meant for neighbourhood, five for girl child, five for inter-state transfers or children from overseas, another 10 for first-born child and even then belong to a minority (five points) to match up to the points for sibling (30) and alumni (25) put together.
Principal Springdales, Pusa Road, Ameeta Wattal said, “Unfortunately, parents belonging to other categories do not get as many seats as sibling and alumni, but the High Court has allowed us to have justifiable criteria and we have many other categories to make the process more inclusive.”
Child education rights activist Ashok Agarwal said the results are indicative of the discriminatory admission policy of private schools.
“Schools are discriminating children based on the credentials of their parents, which is completely against the spirit of the RTE as the point system is a device to defeat the purpose of the ban on screening procedure,” he said.…
