Comment by Manu Sehgal on February 16, 2014 at 2:20am: DOE guidelines for inter-state transfer case are merely an eye-wash. There is no logic in extending 5 extra points on the basis of transfers at the beginning of the education. If such additional points were granted for admissions to class 5 or above, it could still make sense - parents lost continuity due to the transfer. But at the beginning of education, no one has been disadvantaged by transfer. The only one's who are disadvantaged by these points are parents who are genuine and did not try to manipulate the system.
