It can be change of job or residence due to transfer in same job.

Can anyone clarify whether it is inter state transfer on account of change of Job or Residence. ..It should be on account of change of Job. ..Please apprise. ..

wat does that mean sakshi mam. we 70 pointer parents shud leave all hope regarding transfer thing. there is no hope for all of us now

@Ansul - Understandably, lots of 70+ pointers will opt out of some of the schools and thereby hope for the 70 pointers. But my common sense says that opt out will happen from below ranked schools not the top ranked schools (at least I would do so, if I be in that situation). Next, the opt out happens and school get to know about the seat getting vacant. Do you think they will be so very nice (and honest) to call up all 70 pointer to conduct another fair and transparent draw. Don’t think so. So, the situation comes to the same situation from which your friend may had to go through last year (that is to pay donation).

Without any prejudice, lets take every points one by one to understand the merit/demerit of the same:

Point #1 asks the schools to be 'extra vigilant about manipulation' - Too vague to understand what does that means and what the Dept wants to enforce. What due diligence schools can (rather would do) to ensure genuineness of the transfer certificate from the source of issue of such certificate. Let’s say I obtained one fake transfer certificate from my friend/uncle/relatives Pvt company. How on earth will school ensure the genuineness?

Point #2: Schools to prepare data of application received under Interstate transfer, particularly from NCR region.  Absolute clueless what purpose this database will serve.

Point #3: Schools got discretionary power to deduct the 5 points towards doubtful transfer cases. Hurray!!! Schools got what they needed badly with this population. It becomes a perfect setting for ‘give and take’.  Fake transfer still got upper-hand by ‘clarifying’ schools doubts (no rocket since how).

Overall: To commit error is human but repeating the same is…….. (fill in the blanks by yourself). I prefer putting DOE in the blank spot. At the beginning itself there were so many points to think through before the ‘guidelines’.  Understandable that someone seating there missed to think through. Now, this circular which was expected to clarify the situation does not look anywhere near to doing the same. No policy level clarity even to say if as a policy NCR transfer to be considered transfer or Not.  Not even effort to have full proof mechanism to establish genuineness of the transfer cases.

Would had been great:

1. If there was unambiguous stand on if NCR transfer to be treated as transfer or not.
2. Even for far away place transfers, must have specified the prescribed set of documents to be verified in order to establish prior place of residence as well as new one.

we had hope with DOE,but nothing favorable for 70 point category has come out.It is now a high time that we really proceed with protests..,,..,
