u r right Mr. Khadse........ but no one is listening........ Govt. says equal education to all and no discrimination......... but they are the ones who have started discriminating against general categories................. discrimination in admission on the basis of caste, creed, sex, religion, financial position etc. is very much prevelant............. Girl child, first child, EWS, Minorities, siblings, alumnis etc. etc........  these things really sucks.......  Its all our fault that we went in for second child and the main fault is we are blessed with a baby boy.........  Boys have no place to go in schools......... Girls are preferred over boys and v r being kicked out everywhere..........  GREAT GOVT. POLICIES........... really pissed off now..........

Nursery schooling is not covered under Elementary Education which is for 6-14 yrs age group. But there is a section in RTE for Early Childhood Care and Education (ECCE) which covers children under 6yrs of age and there education and care. But there are no strict norms or clarity under that. Hence my earlier links are blogs or reports discussing these.
But the last link on MHRD Circular that i posted was interesting as under point 4(i) it says "With regard to admissions in Class 1 (or pre-primary as case may be)....
And goes on to define the admission processes. It does give freedom to schools to have their own point system based on the schools' objectives but they should be rational reasonable and just. Also it clearly states the categorization cannot be on the basis of parents educational qualifications. Which tackles the 'Alumni'category in some way. Moreover, the schools policy has to be in public domain and selection has to be on random basis.
I dont know how much it can help.. But it might. Also, change may not happen today.. But next year or maybe later.atleast somebody would benefit.

Second shift for EWS has a lot of other issues... According to RTE, equality and mingling of all sections of society is mandatory... Which is why a lot of schools out of their concern for society were earlier running second shifts till 2010, and now are not.

@Harish: EWS quota cannot be scrapped, there are elections next years :-)

Comment by Harish Kumar on February 14, 2013 at 10:28am

@ Ms. Sakshi:  Fully agree with Mr. Rajesh Uppal.  EWS quota should be done away with.  They should concentrate on children aged 6 yrs and above.  This 25% quota has taken its toll.  We have not able to secure even a single seat in any of the schools nearby.   Please clarify Ma'am if EWS quota will be scrapped or not ???????

IF NURSERY CLASS IS NOT COVERED UNDER RTE ACT, THEN SCHOOLS SHOULD SCRAP EWS QUOTA AND SEATS ALL SEATS SHOULD BE TAKEN IN CALCULATIONS. THIS WILL BE THE CORRECT REPLY TO THIS GOVERNMENT'S NEGLIGENCE IN MAKING SUCH TYPE OF LAW.
