@Rajiv Malhotra - Not only would it amount to twice the number of seats, it would also provide employment to twice the number of teachers and staff. 

It's implementation would be amazingly tough though and fraught with obstacles.

@Rahul @Amar - I like the detailed analyses that you have done and I totally agree with the suggestions. But there's a darker aspect to our problems. Which is politicians know everything but are willing to do nothing.  That's our real problem. Judiciary and government works hand in glove with each other. Judges are appointed by the government.

If there is something that needs to change then its the government that fails to deliver. That's the only way to make politicians work.

@Amar: The problems are as you mentioned:

a) There is a shortage of public school seats. Its a long term solution but we have to do that today - does it mean existing schools have to scale, existing brands need to come up with new schools so be it.

b) Another long term solution is getting the government schools to improve. But the problem there is that their fees are overly subsidised and the class of people studying there can only afford this kind of fees. You can do away with that system. But definitely we need maybe more Kendriya Vidyalaya's which are not restricted to govt servants

c) True there are schools which provide additional infra and hence ask for more fees making it impossible for some parents. However, still those seats get occupied because enough paying parents are ready.

So management quota or not, there is a shortfall of seats and we need more DPSs, Modern's, Goenka's, Amity's and Apeejays and we need them very quickly..

@anoopam: I think we should first be sure of what problem we are trying to solve

1) Is the problem that the total number of private schools seats are lesser than number of applying students? This means some "middle class family" children have to go to government schools. If this is the case, then is definitely the need to improve standard of govt school and increase number of private schools. However my view is that this might not be fully true. We can be sure if someone has this data. Secondly, its a long term solution and nothing can be done immediately

2) Is the problem that some seats are available but are being priced higher(donation in the name of mgmt quota), so that even though a seat is available, but a parent cannot afford it. I think this can be addressed immediately. Its practical and fair ( all children in a school should pay same amount to get through)

3) Is the problem that some seats are available but the fees is higher and beyond the reach of a parent. In this case the government should subsidise it by paying the difference. But i think this is a idealistic solution. Not practical

The Delhi High Court has reserved its order on a PIL over nursery admissions in private schools in Delhi. On Wednesday, the Centre informed the court that Right To Education Act was not applicable for children below the age of six under the general category.

This after the court observed that allowing private schools to conduct their own admissions could infringe on RTE.

The delay in a final verdict has prolonged uncertainty over admissions this year, as the deadline for admissions nears.

Amar.. The seats in the management quota do get filled at the end of the day, be it by the management or others.. so those seats are anyways countable in the total available seats. No school lets any seat be empty anyways!!!

They should rather look at setting up more schools, allotting land to private ppl to build schools, which will really increase seats!! Its time taking, but it needs to happen!! 

There is no other alternative to increasing seats!!!!

Thinking at macro level, if the total number of seats in all private schools in delhi is lesser than total number students applying then some children unfortunately cannot get admission to a private school. My personal view is that this is not the case, unless some seats are being held back by schools in the name of mgmt quota. I would like Sumit Vohra to provide input on this. In this case, the solution is to force the schools to release these seats so that all students can get admission into some private school ( admission criteria is secondary)

I think if the total seats are less than total applicants, then it is a grave problem. However my feeling is that issues arise because of 2 reasons

1) Parents preference for a school

2) Affordability( school fees, not donation) : this i feel makes a big impact. There can be seats available but not affordable to children who haven't got admission into any school

Atleast releasing the management quota seats will make sure that some problem goes away. I also understand thinking at macro level has some disadvantages. For example , i could be staying in north delhi and a seat is available in Noida. Yet i think, such cases will be less
