Norms and standards regarding student teacher ratio under RTE Act, 2009

Up to 60 children - Two teachers
Between 61-90 - Three teachers
Between 91-120 Four teachers
Between 121-200 Five teachers
Above 150 Five teachers plus one head teacher

Are these standards being followed in majority of schools?
In case, the decision to increase the seats is taken by Supreme court (2nd May 2014), will not the increase in the number of seats adversely affect the schools? The DOE will come with new notification, wherein they will mention the increment in the student teacher ratio. Those schools which are not following the standards will become bound by the new notification. Is this the real reason behind schools not supporting the increase in student teacher ratio to accomodate the IST candidates? Is the increase in student teacher ratio (1 or 2) actually turning out to be a decrease in student teacher ratio by 15 to 20?
