Nursery admission

My daughter is 23rd July 2013 born. So according to nursery criteria she should be 3 years of age.and next year she will be around three n half year.
So just let me know when should I apply for my daughter's admission?
This year or next year?

She will be eligible for next session 2017-2018 for nursery admission.
