New Delhi: Delhi Commission for Protection of Child Rights (DCPCR) sent a notice to the Delhi government on Monday asking it to release the new guidelines for nursery admission without further delay. As the right to education (RTE) has to be implemented in schools from the new session, parents are anxiously waiting for the directorate of education to clarify the admission criteria for nursery this year.
   ‘‘Taking a suo-motu cognizance of media reports on the issue, DCPCR has written to the principal secretary (education), government of NCT of Delhi, that it is high time that guidelines were issued without any further delay,’’ a DCPCR official said. The commission has also stressed that neighbourhood should be the only criteria for nursery admissions under RTE and all other parameters under the point system should be scrapped.
   Parents and schools have been clueless about the procedure for nursery admission so far. According to DoE sources, they will still take at least 10 days to issue the guidelines for this year as they are waiting for a response from the MHRD. ‘‘The admission process for nursery is supposed to begin from December 15 in all schools. The guidelines will be out by then,’’ an official said.

A DCPCR official said: “Taking suo motu cognisance of media reports on the issue, the commission has written to Chief Secretary Rakesh Mehta saying that it is high time that guidelines for nursery admissions be released”.

 

Education Minister Arvinder Singh Lovely had earlier said that the slight delay in formulating and releasing the guidelines for the nursery admissions was due to the enforcement of the Right to Free and Compulsory Education Act.

 

“The notice reminded the chief secretary of a consultation on nursery admissions guidelines held at the DCPCR office in June this year. The consultation, which had representatives of the directorate of education, the Municipal Corporation of Delhi, the Kendriya Vidayala Sangathan and others, unanimously decided that neighbourhood should be the sole criterion for admissions,” the official said.

 

“It was also decided that no screening test should be conducted and capitation fee should attract defaulting of schools. The point system should also be scrapped,” the official added.

I don't understand why Mr lovely has not resigned from his post till now !!
He won't. It's money honey... and we thought education as pious profession (at least our parents did taught us this).
No Guidelines till today (22 nov 2010 ) and common admission process start on 15 dec 2010

and Mr lovely says "ONLY SLIGHT DELAY" !!
How can one define neighbourhood? What about schools which are in Delhi Cantt. and Dhaula Kuan with no adjacent residential colonies, and moreover don't parents living at distance from these reputed schools have right to admission?

What a lovely idea frm our Mr. Lovely...We heard that the rate of PG accommodation near the DU colleges are high.. Now as Roohi rightly said the rent will be decided according to the school's proximity. Mr. Lovely should consider buying more properties near the schools for renting purpose, this will be a good money making process.

If only neighbourhood criteria works then they should provide good schools in west delhi. There are hardly any good schools here.
