While Parameters May Stay, Draw Of Lots Could Be An Option

New Delhi: It may have taken three years for parents and schools to get used to the 100-point system of nursery admission.
   But all that is probably set to change now. While children were admitted to nursery on the basis of points scored on various parameters such as distance, sibling, alumni parents till last year, schools are anticipating there may be a draw of lots from this time.
   The Right To Education is finally being implemented from the 2011-12 session that calls for no screening for admission till class VIII. Schools are likely to submit their suggestions for the new random selection process to the state education minister on Thursday.
   L V Sehgal, principal of Bal Bharati School, Ganga Ram Hospital Marg and vicepresident of National Progressive Schools’ Conference, an umbrella organisation of 110 schools, said on Wednesday, ‘‘NPSC hasn’t decided anything yet but we think that government should give us only broad guidelines and leave the nittygritty of the admission process to us. We should be able to select students according to the philosophy of our school.’’ He added, ‘‘Retaining the point system had been considered at our earlier meetings with the minister. But nothing has ever been given to us in writing. We will discuss if there should be a draw of lots or the point system only on Thursday.’’
   Another principal, who did not wish to be named, said that draw of lots can be conducted within different categories but large number of applications may pose a problem. ‘‘Besides, the number of seats available to general candidates will go down as the reservation for the economically-weaker sections goes up to 25%. The pressure on schools as well as parents will also increase,’’ the principal said. Ashok Agarwal, advocate and founder of Social Jurist.
   He added that, ‘‘There won’t be any conflict. When the students in the EWS category can be selected through a draw, why not the rest of the children? It will be against the provisions of the Right To Education Act if there is screening even through the point system.’’ 

   Many parents are also voicing their opinions against the system of draw of lots on the online fora. Sumit Vohra of admissionsnursery-.com said, ‘‘Why did the government not involve the parents or any parents’ association in the formulation of the proposed guidelines? They are the main stakeholders. They say they are worried about the transparency of a draw of lots.’’

   Another parent, Jyoti Sharma from Janakpuri, said, ‘‘Nursery admissions are like a puzzle. There seems to be a new system every now and then. I wish I could admit my child in a school of my choice. This is so harassing. I wish the government will come up with a permanent system of nusery admission that will end our woes once and for all. This is all very stressful.’’

The point system

For the past three years, children were admitted in nursery on the basis of a 100-point system recommended by Ganguly Committee

Candidates were given points on parameters such as neighbourhood, distance, sibling, alumni, religious and linguistic minorities, parents achievements, etc
Children aged 3+ were eligible

Expected changes

There can be no screening for admission under RTE. So, the 100-point system may not be applicable

Schools keen on making categories such as neighbourhood, sibling and management if draw of lots is organised
Schools likely to submit suggestions to state education minister on Thursday

RTE mandates

25% EWS students

will be admitted through random selection
For the rest 75%, each private unaided school will formulate policy that includes criteria for categorisation
No test or interviews
and selection should be on random basis

I think preference should be given to neighbourhood as most of the parents want that

Age remains at 3+ as on Mar 31, 2011 and those who want 4+ get admitted their child next year.

Lottery system has no transparency and schools get good reason to make money out of this.So pls do your best efforts that this will not followed.

If everyone is voting for fairness in the whole process, then why are some parents insisting on sibling criteria..this is a serious drawback for first borns..either this criteria be taken out or a separate category could be made where having a sibling in the same school could get more weightage!!
Point system is far better then lottery system , and all the year round was our government sleeping? Why are they mentally harassing parents
anamika, while I understand the point that you are making about admitting two kids in the same school, but there should be a fair system by which you make sure you are not making apples compete with oranges..first borns without siblings being given no weightage while kids with siblings in the school getting points..imagine the kid might not be able to get admission to the school because of this discrimination!!
I am also against the lottery system as this system still allows schools to do do whatever they like.Parents should also be consulted and made part of the final policy that is drafted by the government as it is they who are going to be affected by the policy.I think this policy of random selection favours schools.Seats should also be increased as ews quota has been increased.
drawing lottery is a pefect recipe for ultimate chaos and giving the schools an upper hand in admission procedure.they can now do away with what little transparency was there till the point system was being used.i am all for a point system but it needs to be reworked e.g. very less or no points for a buisnessman(are their kids less deserving or being a buisnessman makes them less inclined to pursuit of good education). i say this despite me being a doctor and being adversely affected by a decision in favour of this comment(my kid will face more competition). however i firmly believe that point system should be same across the board and schools should not be able to use their own criteria.
Government has opened a new avenue of corruption and that is the draw of lots.
i still feel a modified version of th point system is still a better bet than this whole draw system which leaves everything to fate.....even if i apply in almost each school of delhi ...what will my chances be ... even if i manage to get lucky somewhere i dont know whether it would be practical or not...if living in patel nagar n getting a seat in bluebells is as good as not getting anywhere..the bureaucracy is jus trying to confuse n complicate a simple thing such as education ...i wonder if even it should be called a RIGHT TO EDUCATION ACT anymore...
Draw of lots is totally unethical and absurd. should be dropped immediately.

If point sysytem would be there then it should consider:

1 Distance
2 Sibling
3 Girl child

and SHOULD NOT CONSIDER:

1 alumini
2 school points
3 parents education

STRICT NO TO:

1 MANAGEMENT QUOTA ( THIS IS A MEDIUM THRU WHICH MANAGEMENT REFERS ADMISSION THRU MEDIATORS FOR WHICH PARENTS PAYS UPTO 400000 LACS TO THEM)

2. CHILD OR PARAENTS INTERACTION BEFORE THE ADMISSION PROCESS

MOST IMPORTANT :

1 THERE SHOULD BE A MECHANISM BY WHICH BASIS OF POINTS AWARDED TO CHILD IS AVAILABLE WHEN LISTS ARE OUT SO THAT PARENTS CAN COME TO KNOW THE REASONS FOR ADMISSION OR NON ADMISSION.

2 SECONDLY , PARENTS SHOULD BE GIVEN RIGHTS TO CHALLENGE THE DECISION OF THE SCHOOL IF THEY FEEL THAT INJUSTICE IS DONE TO THE CHILD WHILE AWARDING THE POINTS.

Mr. Vohra, Pls consider these points and communicate otherwise it would end up in paying heavy amount for admission in a good school.

i feel the guidelines should be as follows:
1. Lottery system is the easiest way for Delhi Govt. to get free from their responsibilities towards the education system & towards the society, so not at all recommended.
2. Must give points to siblings as this is convenient for parents as well as children to go in same school ( lot more reasons behind it but right now this is not the topic of discussion)
3. Neighborhood should get very less points or no points as good schools are not located everywhere or all the parts in delhi. parents can provide their own conveyance if get a good school.
4. First child,2nd child & girl child should be benefited equally as gender cant decide the fate. even i have a daughter but its unfair if anyone is having a son. 2nd child can be benefited by getting sibling points.
5. No points should left for school as schools can use them for their convenience & can manipulate.

one point system should apply to all schools, what i feel. rest is upto the education ministry
