While Parameters May Stay, Draw Of Lots Could Be An Option

New Delhi: It may have taken three years for parents and schools to get used to the 100-point system of nursery admission.
   But all that is probably set to change now. While children were admitted to nursery on the basis of points scored on various parameters such as distance, sibling, alumni parents till last year, schools are anticipating there may be a draw of lots from this time.
   The Right To Education is finally being implemented from the 2011-12 session that calls for no screening for admission till class VIII. Schools are likely to submit their suggestions for the new random selection process to the state education minister on Thursday.
   L V Sehgal, principal of Bal Bharati School, Ganga Ram Hospital Marg and vicepresident of National Progressive Schools’ Conference, an umbrella organisation of 110 schools, said on Wednesday, ‘‘NPSC hasn’t decided anything yet but we think that government should give us only broad guidelines and leave the nittygritty of the admission process to us. We should be able to select students according to the philosophy of our school.’’ He added, ‘‘Retaining the point system had been considered at our earlier meetings with the minister. But nothing has ever been given to us in writing. We will discuss if there should be a draw of lots or the point system only on Thursday.’’
   Another principal, who did not wish to be named, said that draw of lots can be conducted within different categories but large number of applications may pose a problem. ‘‘Besides, the number of seats available to general candidates will go down as the reservation for the economically-weaker sections goes up to 25%. The pressure on schools as well as parents will also increase,’’ the principal said. Ashok Agarwal, advocate and founder of Social Jurist.
   He added that, ‘‘There won’t be any conflict. When the students in the EWS category can be selected through a draw, why not the rest of the children? It will be against the provisions of the Right To Education Act if there is screening even through the point system.’’ 

   Many parents are also voicing their opinions against the system of draw of lots on the online fora. Sumit Vohra of admissionsnursery-.com said, ‘‘Why did the government not involve the parents or any parents’ association in the formulation of the proposed guidelines? They are the main stakeholders. They say they are worried about the transparency of a draw of lots.’’

   Another parent, Jyoti Sharma from Janakpuri, said, ‘‘Nursery admissions are like a puzzle. There seems to be a new system every now and then. I wish I could admit my child in a school of my choice. This is so harassing. I wish the government will come up with a permanent system of nusery admission that will end our woes once and for all. This is all very stressful.’’

The point system

For the past three years, children were admitted in nursery on the basis of a 100-point system recommended by Ganguly Committee

Candidates were given points on parameters such as neighbourhood, distance, sibling, alumni, religious and linguistic minorities, parents achievements, etc
Children aged 3+ were eligible

Expected changes

There can be no screening for admission under RTE. So, the 100-point system may not be applicable

Schools keen on making categories such as neighbourhood, sibling and management if draw of lots is organised
Schools likely to submit suggestions to state education minister on Thursday

will be admitted through random selection
For the rest 75%, each private unaided school will formulate policy that includes criteria for categorisation

First of all thanks for doing a great service

In my opinion draw of lots is absurd and point system was still better for example let us take neighborhood criteria
what I understand from the reports is that categorization will be on neighborhood and then random draw so it will be like 10 children with in 1 KM , another 10 within say 4 km another 5 within 8 Km and another 5 above 8 km.

Now what will happen is that a child residing at 15 km may get admission (thanking his starts for the lucky dip) and the one staying opposite to school at 500 meters will have to curse almighty.

What it means is that this year a parent is supposed to apply in all of the schools in Delhi (I think 200 or more that too within 15 days) and try his and his child's luck as there is no other option left for him/her. This is certainly going to create more chaos then ever before.

Anyhow let us hope that the policy is based on some logic and is articulated in scientific manner rather than leaving everything to chance (and in turn almighty).

the points system favours those who have been staying in delhi and gives no respite to people who have come from outside and cannot afford to stay near the real good schools..even while schools are expected to shift from point system, the criteria for draw of lots still would remain the same, neighbourhood, alumni and sibling..so the only option for rest of us is management quota which might be beyond our reach..why cant we have a fair system and a common admission procedure for all the schools managed centrally which is followed for higher studies as CAT etc..the schools can have a management quota, rest all seats could be managed centrally..the next set of options should be available if one does not get admission in the first desired school!!

yes Right to Education means Education for all , It should not be based on Luck only ****Random Selection****

Is anyone calculated till now ,... how many seats are available for nursery and how many kids are in waiting list...

Random Selection will work if we have more no. seats vs no. of kids.....
Points System is better than Lottery System anyday. Lottery is a big No No. Even the Management Quota should be less than 5%.
Managements seats should be atleast 10-15% so that schools don't do hanky panky tricks in random selection process.
If they are reduced, then schools will increase overheads ( transport charges/canteen/uniform/..... etc.) if not tuition fee, which will ultimately put more burden on aam aadmi.
I have another perspective on the unfairness of the Lottery System.

Although it relates to just a minority of us. Parents of Twins.

I have twin daughters aged three. If by draw of lots it's next to impossible to get one child into a good school of your choice then, how in gods name, would I get admission of both my girls in the same school together, which I am keen about. Would they qualify in any way as siblings/alumini in the new admission process. Would the schools allow admission of my second kid if the first was to be selected by the lottery. At least in the point system, both of them would qualify together at any school, if they were to qualify...but now ????

Would be grateful if the moderator could take this point forward also...and also if fellow parents can shed some light on my situation if they were aware of certain rules/regulations/loopholes etc in the new system relating to twins if they would be kind enough.

I am quite concerned about the draw of lots system. What would happen if a child is denied admission on the ground that he / she was not selected in the lot system. Which school would give them admission later on? This would mean back door entry into schools and will cause more corruption in the society.
