Please give your suggestions keeping in mind common interest of all the parents .so that we can take it to higher authorites also if possible the valid logic behind it

Lets look at each point
Neighbourhood to be replaced with time taken to travel to school!
Example
My elder brother's daughter goes to school 4 Km away, she gets picked first by the school bus - an hour before the school starts
My son goes to school 13 Km away, he leaves 35 min before the school starts as he goes in a smaller Van.
It is not the distance but the time which matters and time is not directly proportional to the distance!! and when all kids travel by school transport or private transport, a km extra travel will hardly mean 5 min more!!
Girl Child - scrap
For parents who have no financial constraint and therefore no reason to discrimintae this points does not offer anything better. It discriminates against male child who made no choice in being a male.
Parents education - scrap
Every parent who wants his/her kid to study and do good have a right to admit the child in any school they want
Sibling - please keep
Attending PTMs in different schools every month in the same time slot. - difficult
Have different vacation time table for two different school - difficult
Different days for annual days and preps happening in different months - difficult
managing differrent test schedules for both kids - difficult
points for first born - please not
will defeat the purpose of points for the siblings
Alumni - scrap
Why should a school be concerned that where the parents come from, the same city or new one and also it discriminate against people who may have moved within this large city as they have moved on
Would like to reply on all points raised by Mr. Parag
1) Neighborhood: At an age of 3 your kid is getting admitted to a school. Any parent if given a choice of a school which is 4 km away and 14 km away of same standard will definitely choose school of 4 km I believe at least me. Its not only time it takes the kid to reach school it is also someone at you home who need to be approachable to your kid when and were required. Approachability matters and 4 km is more approachable than a 14 km away school.
2) Girl Child: If there is no discrimination between Girl and boy you say for a modern world then why rules for Girls have yet not changed? Why girl have to leave he parents home after marriage and have to live in he husband home till date?? Please understand till these discrimination of girl and boy is there in society we have to take extra care that girl child be given privilege in education which will be her supporting bone in future. Why Delhi is said to be unsafe for girls these days and not Boys? Does it mean that there is no crime done with a boy… It is not like that but yes kind and density of crime against girls are more than boys and hence we have to take care and give privilege to a girl chilled.
3) Parents Education: This is justified and I agree
4) Sibling: All the points mentioned are a point of convenience for parents. See first thing is that child goes to a school and is convenient for the child who have to go 365 days in a year. Parents have to go to school for maximum of 30 days in a year who are more than 30 years of age and could be able to manage this. Different test schedules is manageable in fact is good since it will keep the spirit of learning at home on at maximum of time.
5) Point for first child: Why not? In fact I would say give more point to first child. India is struggling with increase of population. This can be tool to encourage one child format in India when parents know that first child or only child get more preference in India.
6) Alumni: I Agree
@ Harneet: First child never means an only child, and nor does this ensures a small family. :)
As far as siblings are concerned it is not only the point of convenience for the parents, but also for the kids. Since every school has a different way of imparting education to their students, for siblings in the same school confusion and controversy at home on such principals can be avoided. :) Please take this in the right spirit!

In fact we can say first child and only child can be as one point because these points can never overlap...

Firstly I feel fixing 25% free seats for EWS is not just and rational. I don't understand that how come it's a cakewalk for a rehri-walah / driver / or any low income person to get his ward admitted in some of the posh schools which I can't even afford. I think it's not fair that being an educated middle-class parent who pays more tax to the govt. than either rich or poor has puts me on the backseat.
Secondly, when government is taking educational-cess from the aam junta, why should we pay for the additional burden of EWS on the schools. Govt. should directly pay the families of EWS categories from the fund for their kids' education. If schools are paid peanuts by the government, then I think they will hike the fee one way or the other.
My third point is that it's govt.'s duty to build more and quality govt. schools instead of selling plots to private schools. They should be at par with private schools where teachers are not absent and has good infrastructure so that people have choice and are not solely dependent on private sector.
I would add further to this. Last year few of the school already gave admission to about 10% students under EWS category.
It has been observed that only giving admission does not ensure good education to these kids. There is a vast difference in the culture followed by these schools and their home environment.
Most of these students are not doing well in the schools, they are more confused and keep a very low self-esteem. This is not a good sign for the overall development of these kids also. So only ensuring admission in good schools is not enough! There should be other ways to impart good education to them, like, empowering the gov. schools with quality education tools and training.
Lack of time hardly leaves any scope for more change in the guidelines now. But if comes in favour of parent community, credit goes to Mr. Vohra and all members of the forum. Schools are at liberty to frame their own guidelines. ab lagta he peshon se kishmat likhi jayegi.
There should be very transparent system and guidelines decided upon in total conjunction with the parents forum, the administrators of the schools and the Ministry of Education.
The guidelines which has come recently, has given more autonomy to the schools which is really discriminatory.
I fear that schools would select the students on their own discretion, without giving much of importance to '' Right to Education Act "
I totally disagree and strongly oppose these recent guidelines and am sure most of the parents too
