Are parents admitting children below four years to nursery classes for the 2011-2012 academic year at their own risk? Will their admission be withdrawn after being found to have violated a 2007 Delhi High Court (HC) order? The HC on Thursday sought a list of schools that plan to admit kids aged below four, as on March 31, 2011.

The court was hearing a contempt petition filed by Ashok Agarwal, founder of NGO Social Jurist against Delhi chief secretary Rakesh Mehta.

Asserting that it was wrong on the part of the Delhi government to remain silent on the age rule in its guidelines, Agarwal contended it has "deliberately and intentionally" disobeyed the directions of the HC, dated September 26, 2007, as per which, the minimum age for a child to enter a formal school in Delhi from the academic year 2008-2009, shall be four years on March 31 of the admission year.

He said the duration of pre-primary class shall be one year and the same should be the class immediately prior to Class I.

Justice G S Sistani sought the list of schools from the NGO, after Delhi government lawyer Zubeida Begum submitted before the court that there was no violation of rules.

Agarwal told the court that "the government... is still permitting all unaided private schools to continue the unjust, illegal and cruel practice of running two years of pre-primary classes and admitting children of three plus years age, instead of one year of pre-primary class and admitting children aged four plus years".

He told HT, "Parents admitting their children below four years will be doing it at their own risk.”

The Delhi HC had banned interviews, framed guidelines for nursery admission and fixed the age rule for the first time in response to a public interest litigation filed by Social Jurist in 2007.

@monika in all probability it will applicable for next year only...yeah no doubt it will be a disaster for us and schools will be badly effected.....if this is implemented this year just imagine the scenerio !! so be + and hope for the best...

I am reallu disgusted with the law and the law makers of this country...It is so painful for parents to be in confusion every single day....If this is the rule then probably the HC should get the list of the school who say that 2 years is the rght age for the kids to be in pre primary play schools.

With this utter chaos I think it is best not to give birth to babies at all...because anyway with this governing system their future is hanging in between....The court and all the other authorities have become man eating monsters.

:) These idle bureaucrats need some issue to keep themselves busy....ha-ha-ha! Nobody is actually concerned about the kids. It is just a political issue for these white-collared cheats! Are they really thinking towards the well-being of our children? or more specifically, anything for the progress of the country? I have strong doubts about this!
yeah totally agree..what was he doing since last 3 years when norms were being violated now at last moment to further ddelay the things this new issue have come up

why is it such a big deal to make it smooth and simple for the parents..

Just because something stupid kept happening all these years does not turn it into a justifiable proposition. All these years a rotten system was being imposed on us and now that RTE has come to our rescue, we are talking about one year being wasted. Come on! It is strange that some people are thinking about one year wastage and nursery seats remaining empty. Whose side are you on - the school lobby or all the right-minded people in our country?

were you sleeping for 3 years when you knew this is happening and when turn of your kid came you are in favour of this...i know who are right minded people in our country and who are not...who is imposing it on you if you think your kid is good for playschool continue with playschool.....and rest assured dont dream about 4+ as on 31st march 2011 ..it can be 4 + 30th sep 2011..i am not taking anyone side but schools are equally important where kids will spend 12 crucial years so there is no point being aganist schools..fine they do things which favour them ..everyone does this way these days...

@ Rahul what ever media says the admissions process is  like election it cannot b stopped

 in between the age will remain 3 yrs only .

 

yeah i am pretty sure it will be 3 years..but my question to mr.agarwal is if govt was doing wrong for 3 years why did he wait so long...he should have filed the PIL that very year when norms were being violated...now there is no point of this PIL as it is not only confusing the parents but making anxious too...

yes actually Mr vohra asked him this , he was waiting for complete guidelines

FROM DELHI GOVT which in came last week before that you cannot

 file pil and some time for documention

yeah right but here he is saying govt violated order of high court which was passed in 2007...he should have filed this in 2008 when 3+ kids were being admitted ..2008,2009,2010 have passed...
