NEW DELHI: Nursery admissions to 298 schools on public land in Delhi will now be solely made on the basis of the candidates' proximity to the institution. According to guidelines released by the Directorate of Education on Saturday, applicants who have siblings in schools and stay within a kilometre of it will get preference. This also leaves no room for management quota in these schools.

The guidelines are for the 75% open seats in the schools on public land that have a lease rider of not denying admission to children in their neighbourhood. Another set of guidelines, for 25% EWS seats, is yet to be released.

According to the guidelines for the 75% seats, "neighbourhood" has been divided into four categories -- students in 1st km, 1-3kms, 3-6kms and beyond 6kms of the school. Preference will be given to applicants within the first kilometre of the school, who already have a sibling there. Remaining seats will be handed out to applicants living within the first kilometre who don't have siblings in the school.

If seats are still vacant, applicants living in 1-3km radius of the school, with a sibling there, can get admission. If the seats aren't filled even then, applicants in 1-3km radius, with no sibling at the school, can get a look-in. This process will be followed for all neighbourhood distances, until the seats are filled.


The criteria also apply to feeder schools running on public land, and those who have the neighbourhood rider on the lease.

However, the criteria for minority schools vary. These schools have the right to reserve a particular number of seats for minority applicants, and this number and admission procedure must be displayed publicly on the school website and notice board. If seats remain after all minority applicants have been admitted, the admission will be granted using the same procedure as for other public land schools.

Similarly, schools set up for specific categories — like those for armed/ paramilitary forces, central services and schools for children with special needs — have also been given the right to reserve a particular number of seats for their respective segments. The number of these seats and the procedure of admission must be clearly mentioned on notice boards and school websites. However, these schools will have to reserve 25% seats for the EWS category. Seats that remain beyond the reserved category will be treated like open-category seats in other schools on public land.


The director of education, Saumya Gupta, clarified that dates have not been mentioned in the latest document because it is a notification from the LG's office. "Schools have been assured that they will be given an extended deadline to complete admissions by Monday," she said.

With the Delhi Government’s announcement to begin nursery admissions at private schools constructed on government land, parents and activists collectively speculated about whether the number of schools on the new list will increase. In the earlier notification, 298 schools were listed under the “private unaided schools built on government land” category, which are bound by the government’s condition not to deny admission to residents from their locality. An increase in the number of schools in the new list can be bad news for a lot of parents.

Dr Rakesh Kumar, a resident of South Extension, said, “Parents have already started to apply in schools that did not come under this category. So now if one of those schools is listed in the ‘private unaided schools built on government land’ category, then their child might have to lose admission in that school if it is not in the same neighbourhood where they live.”There are 1,400 private unaided schools in the Capital, out of which around 450 are speculated to be built on government land. Sumit Vohra, founder, nurseryadmissions.com, a platform to guide parents through the admission process in Delhi school, said, “Around 350 schools out of these could be on Delhi Development Authority land, but the earlier notifications issued by DoE listed only 298 schools and used the word ‘tentative’ hinting at a possible increase in the number of schools that could come under the category.”

Rashi Shukla, a resident of Dwarka, said, “The ideal way would have been to finalise the list of schools that are private unaided and built on government land and then release it so that parents could be sure that they can apply in these schools only if they are in their own neighbourhood because these schools cannot deny admission to local residents.” Though the other schools started their nursery admission process on 2 January, these institutions had to wait for the L-G’s nod. The city government wanted these schools to admit students solely on the neighbourhood or distance criteria. Other schools admit students through the neighbourhood/distance, alumni, sibling categories. The details of the guidelines and schedule were not released from the Directorate of Education till this story went to press.

New Delhi: With the nursery admission process in the national capital being mired in confusion and chaos, the most affected are the parents and children eligible to apply for the Economically Weaker Section (EWS)/ Disadvantaged Group (DG) category. 

Parents seeking admission under the EWS category, with annual income less than Rs 1 lakh, are confused if the admission process will go digital or stay manual. Whereas, parents applying under the DG category (SC/ST/OBC, physically challenged/orphan) have no idea about the documents required for the process. “I went to the school with the OPD papers from the doctor. But the school said that they couldn’t admit my child because as per DoE guidelines they need a disability certificate which I was not even aware about. I don’t understand why the DoE is being so strict,” said a parent.

It is happening because of no good governance. We have been undergoing the same situation since 2010. After such a long period, Violations are in continuation and governance changed but situation remains the same. Plight of parents keeps on.....?
