Eligible for both

For nursery Min3 yrs on 31mar for KG Min 4 yrs

Thanks Sakshi. But Venkateswara International and Nirmal Bhartia in Dwarka refused to take for nursery. They say only child with birth date after 1/4/2013 will be eligible for nursery. Asked to give, DOE guidelines regarding this. What should I do?
