Thanks but the final decision will come by December 15 only? Also my daughter will 3 years old on March 9, 2018. But the statement in this article is a little confusing- "“The only change this year is the imposition of an upper age limit. Kids of age between 3-4 years will be eligible for Nursery, between 4-5 years for KG, and 5-6 years for Class 1,” the official said"

Min age  for nursery on 31 mar 2018 is 3yrs only only upper age has been fixed by court as 4 yrs already

So she is eligible for nursery this year

And admissions in all the schools will start from January with a common application form?

Yes but no common application form for Gen cat , you have to fill individual forms of schools you apply in.
