What does this mean? Whether it mean that if a child is admitted in any pre-school branch of any main school, then also the child has to undergo "draw of lots" system as all other children are facing to get admisison in that school?

No. it means all school belonging to same management need to have same admission criteria for its all play schools and main schools.

What ever Point system Main school is following, yes if required DOL then yes .
See DOE Notification point no 15 (iii).
It is just article explaining the same for parents and schools.
