I concur with you, the reason is school wants to show that they are transparent.
DPS RKP has been always transparent unlike many other schools.

It also helps them avoid the hassle of conducting a second and third lucky draw in a worst case scenario if it really comes to that. The next 2 or 3 lists for DPS would be published this month from within this initial waitlisted list itself.
Unlike some other schools like apeejay Or indian who drew a waiting of only 5 applications and there is no chance in the world that they would be able to fill their seats by the selected ones and just 5 waiting cases.
And what would they do then? Highly unlikely that they would conduct a lucky draw again with a DoE observer and all the shams.. So would definitely start calling on random basis or in any order best suited to them.
DPS on the other hand, has been the best in terms of transparency and fairness, conducting a draw, simplicity of application, no registration fee of 25 etc
Unfortunately with DPS, chances of general public who are non alumni non sibling are rare every year. I too wasn't lucky there for both my kids.
What about waitlist above 100 in DPS VV? Any chances of admission?
fyi - last year, DPS VV waiting upto WL 40 were selected.
Beyond 100 selection is quite unlikely
