एक से ज्यादा स्कूल में नाम आना भी बना परेशानी का सबब

नई दिल्ली। नर्सरी में सत्र 2012-13 के तहत पहली सूची में नाम आने पर भी अभिभावकों की परेशानी कम नहीं हुई है। अब फीस रिफंड पॉलिसी उनके लिए गले की हड्डी बन रही है। एक स्कूल में सीट पक्की करने के लिए उन्हें अपने पैसे डूबने का खतरा लग रहा है। दरअसल कई स्कूलों ने अपने स्तर पर फीस के नियम तय किए हैं। जहां कई स्कूल अन्य स्कूल में नाम आने पर फीस वापस करने से मनाही कर रहे हैं तो कुछ फीस रिफंड की गाइडलाइंस को न जानने की बात कर रहे हैं। जबकि बीते साल 11 फरवरी को ही निदेशालय ने फीस को लेकर गाइडलाइंस जारी की थी।
एडमिशन नर्सरी डॉट कॉम के फाउंडर सुमित वोहरा ने बताया कि उनकी फोरम पर लगातार काफी संख्या में अभिभावक इस बात की शिकायत कर रहे हैं कि स्कूल फीस वापसी की मनाही कर रहे हैं। ऐसे में पैरेंट्स के सामने दुविधा है कि अगर ज्यादा स्कूल में उनके बच्चे का नंबर आ गया है तो वह किस स्कूल में दाखिला लें। सुमित वोहरा के मुताबिक बहुत से ऐसे स्कूल हैं कि जो कह रहे हैं कि वह निदेशालय की गाइडलाइंस को जानते ही नहीं। कई स्कूल तो हजारों की फीस को नकद में ही दिए जाने की मांग कर रहे हैं तो कई स्कूल फीस से अलग अतिरिक्त राशि की मांग कर रहे हैं। ख्रास बात यह भी है कि कई स्कूलों के फीडर स्कूल(जूनियर विंग) निदेशालय से मान्यता प्राप्त नहीं है लिहाजा वह निदेशालय की गाइडलाइंस को नहीं मान रहे हैं।
निदेशालय की फीस रिफंड पॉलिसी की गाइडलाइंस
सुमित वोहरा ने बताया कि अभिभावकों को स्कूलों में एडमिशन कराने से पहले फीस पॉलिसी के बारे में जानना होगा। पॉलिसी के मुताबिक एडमिंशन कराने के एक महीने के अंदर यदि अभिभावकों को लगे कि वह बच्चों को उस स्कूल में पढ़ाने के इच्छुक नहीं हैं तो स्कूल को रजिस्ट्रेशन चार्जेज, दाखिला फीस और एक महीने की ट्यूशन फीस काटकर बाकी रकम वापिस करनी होगी। पैरेंटस यह भी ध्यान रखें कि किसी बच्चे का दाखिला अगर फीस जमा करने के बाद दस्तावेजों में किसी प्रकार की कमी के कारण रद्द हो तो स्कूल रजिस्ट्रेशन चाजेंज काटकर बाकी फीस वापस करनी होगी।

Schools have decided the admission process as a business motive tool by 4 means.

First through School's Prospectus, second by getting money to include their name in 1st list thirdly by getting capitation fee during admission and finally by non refunding of fees.

It looks rediculous to hear some school heads are not aware of the fee refund policy. So schools have started to functioning on their own and not in control of DOE or else if schools are so irresponsible not even updating with one or two circulars issued by DOE to schools or else it is a escapism process?

At present some educational trusts are alleged to be fronts for ‘for-profit' organisations that siphon off the profits, ploughing back little into improving infrastructure and teacher expertise.

There is no real democracy nor transparency in Schools- power and profit motives only seen in Management.

If taken to its logical end, this could well kill the spirit of the RTE and the directive principles enshrined in our Constitution.

No doubt schools are behaving as big business shop however branded, big, small or new ones. No doubt if schools are behaving as business motive education will take back seat. Why not DOE taken against a single school till now? No doubt they too are hand in hand with schools.
