New Delhi Contrary to the Directorate of Education guidelines on refund in case of cancellation of admission to nursery classes, parents claim city schools’ policies are framed to retain most of the money that is deposited.
A parent who claimed to have paid Rs 32,000 as orientation fee and other charges to a school in Sheikh Sarai said she would lose more than Rs 20,000 if she cancelled her daughter’s admission.
“I have spent nearly Rs 5,000 just buying admission forms etc, because many top schools force us into buying their prospectus, which can cost upto Rs 500. Now we’ve been told that only 40 per cent of the orientation fee will be refunded in case of cancellation. This was not mentioned in the prospectus,” she said.
Amit Agarwal, another parent, said: “During admissions last year, I paid more than Rs 25,000 as orientation fee at Apeejay-Pitampura for a three-day programme. This year, many parents have complained at online forums that they’re not given receipts for the fee they pay.”
While DoE norms state that all charges — except admission and registration fees (one-time charges) and a month’s tuition fee — have to refunded in case of cancellation of admission, a few schools have refused refunds.
Delhi Public School-Mathura Road, for instance, has declared that of the Rs 40,000 charged at the time of admission, only Rs 500 (charged as caution money) will be refunded.
Principal M I Hussain said the school is willing to “give a patient hearing” to anyone who approached them with a grievance regarding refunds. “We have not hidden anything from parents. They have known for a month and half what the rules are regarding fees. We have not received any withdrawal requests till date,” he said.
At Apeejay-Pitampura, Principal D K Bedi said the orientation fee was justified. “The orientation fee is for year-round programmes. We have very elaborate programmes,” he said.
A few schools have published their refund policy and fee details online.
“At every stage of admissions, parents are exploited. Orientation fee is a new way of minting money. Some parents have said a few schools have asked for more than Rs 50,000 as orientation fee. Also, many have not registered their feeder school with the DoE and are not bound by the rules,” said Sumit Vohra, founder of online portal admissionsNursery.com.

please give your take whether so much media coverage will make schools and doe rethink again ?
By the end of next month, no one will even care about this news, and it includes parent community also. Sad, but that's the truth. Happens year after year.
Sakshi ji, I have a question to all who are using this forum...how can you teach your child to obey traffic rules when you yourself are violating rules. Now, you can teach them theoratically but practically he or she is watching you jumping redlights etc. now my question is Why we want our children to go to branches of DPS, APS, Springdales etc even after knowing that these school are violating the law of land. How can these school help our child become responsible citizen of country, when they themselves are not behaving as a responsible entity of country...
If feasible, prepare a list of schools, that are doing their job as per stated rules and regulations, not charging registration fee more than Rs. 25/- and other things...
I am very sure nothing will happen.Very disappointed with all that is being done. I have also paid Rs 45000/ as one time charge as i had no other option in hand(Thoug the school has given a receipt for the same)...DISAPPOINTMENT...

In above articles complaints of non refund of fees was discussed but kindly suggest what step should parents take to get the refund whether it was given frr any fund/ donation to trust maintained by school management. what is department of education is doing in this regard.

Pressure should be built up. Parents should sub,it more evidence with concrete documents.
every year story remains the same, and admissions are going same way. all these articles are not going to help ,these are just like other chatpati news which we read in morning. all this is repeating every yeay just because we all parents are at fault. there are some parents who fulfill these kind of demands of the school and other parents can not do anything. government can not do anything in this matter. pls. find some other way. i have faced this type of problems twice at the time of my kids admission one i did 7years back and other one 2years back that time also story was the same only the amount was much less, i will not take the name of the school but it is very prestigious school having branches all over india..........i wish all the parents that their kids should get admission in school of their choice. good luck bye
What is Orientation Programme?

School can give guidance to be adopted by both parents and students.
A small snack party can be arranged.
Will this Orientation programme needs any money? If so not more than RS.100.
But Schools leave no stone unturned in money making process.

What the principal mentioned comes under School Programme Funds.
Schools have not given any receipts towards it too. So it looks unaccountable. Unaccountable money collections seems to be higher than accountable money. what's the use of auditing in schools?
So DOE should fix the higher fee limit too.
Thanks to Mr.Vohra parents problems are brought in open or else schools will play more hidden games with parents in name of admission for their lovely kids.
So much media coverage would definitely make atleast a few schools to rethink.
DOE should rethink and take a needful action.
