NEW DELHI: For Vijendra Sehgal (name changed on request) — who works with a multinational company — a transfer to Delhi from Hyderabad spelt bad news.
Today, Sehgal runs in vain from pillar to post to secure a nursery seat in some school for his child in Delhi, thanks to the challenges of the points system, which assigns a significant weightage to the sibling and alumni categories, but an insignificant number of points to transfers.
“I was not aware of the RTE guidelines. But going by them, my child is not likely to secure any seat in Delhi because of the system. I have gone to some NCR schools too, but nothing has worked out so far,” said Sehgal.
Sehgal’s is not an isolated case. Like him, there are several parents who are at the receiving end of the points system.
Schools too echo the same sentiment. “We should make the system flexible and attribute better points to transfer category. New schools have come up in the NCR region and in Dwarka. So parents look at these schools as an alternative, not knowing that the commute can be extremely tiring for the child,” said Ameeta Wattal, vice-chairperson, National Progressive Schools Conference (NPSC).
While the system is not as bad for children of defence personnel, it is anything but fair for those whose children do not enjoy a similar safety net. “For parents who work in banks or railways or any other civilian job, this system is unfair. Also, a lot of transfers don’t happen during the admission season. We should consider these factors,” added Wattal.
While several popular schools in the city assign almost 30 points for distance, 30 for sibling and 30 for alumni categories, only 5-10 points are assigned for transfer cases.
“Assigning 20-30 points to alumni or double alumni goes against the spirit of RTE. Some schools openly flout the RTE by assigning points to children of engineers or doctors. The Directorate of Education needs to review this system to ensure some sort of uniformity is maintained,” said Sumit Vohra, founder of www.admissionsnursery.com.

The point system is very good though has some early hiccups but may be modified to better. Without point system or post point system regime, the experience of wards admission is horrible. The parents were at the mercy of schools. Some schools forced parents to be in queue for admission form at 2AM in night reason limited hours form distribution. There is no guarantee of fairness in lottery system of admission. How many parents will challenge this in court of law. The point system was introduced with lot of research and deliberations. True some loopholes are there. Now analyse the point system: 1. Giving points for alumni is not justified at all. All parents are same. Nobody can have advantage of studied in same school as nobody's wards gets any advantage of passing out from IITs, IIMs etc. 2. Somehow points for sibling are considerable as if one child is studying in school and another child is admitted to some other school, parents life become very difficult to cope with two schools. 3. Girl child points are also justified. 4. I agree, persons are in transferable job or coming to Delhi after transfer should get valid representation in point system. 5. Giving point for single child is totally invalid and legally not tenable as parents may for another child in future. In the same manner separate points for single girl child is not admissible as parents may go for another child in future. In both the cases exclusivity of being single is not intact. 6. The point for proximity may be converted to the bus route as many of schools have already adopted this. This will give uniform advantage to all parents living in far areas but have bus route. Request to all eligible parents for admission, not to vouch for lottery system otherwise again we will at the mercy of system and schools. regards Dr. Vivek
Dr Vivek , Very Vaild points ( Sibling and Distance ) two main criteria.
Neither Points nor Lottery work here in delhi for Medium class people. Schools are for Lower and for the currency people. We are not aware about the route
Sankarji, in many ways you are right. Seats are for sale at many schools. The rates were as high as Rs 5-6 lakh last year
@Santosh how can a 2.5 or 3 yr old show his /her merit and what about mood swings of child at the time of interview and RTE does not allow to screen child or parent .
Since merit of an entry level is a subjective thing, it can't decide nursery admissions.

The objectives of the provisions of section 13(1) read with section 2(o) is to ensure that schools adopt an admission procedure which is non-discriminatory, rational and transparent, and that schools do not subject children and their parents to admission tests and interviews in order to decide whether they will admit a child or not. The Guidelines issued under section 35(1), therefore, explicitly state that tests and interviews are generally a tool for profiling and eliminating children, and therefore screening to assess a child’s ‘intelligence should be prohibited.
The RTE Act is anchored in the belief that availability of equal educational opportunities to children belonging to different social and economic background will reinforce the idea of quality enshrined in our Constitution and ensure that children are not discrimated on the basis of social or economic background or any such criteria.
I suggest the following point system:-
Distance : 30
Sibling : 30
Transfer : 10
Girl/1st Born : 10
Spl Need : 10
Single Parent : 10
Can we consider separate pool for Siblings - i.e. reserve some %age for them under distance criteria only? If so, remove sib pts from the above suggested and add more pts to distance or any other criteria under general pool.
Your suggestions seem good. We should also push for removal of Management Quota
Maharam Sir , we can reduce sibling points but all the parents want to send both the kids to the same school as they face many problems if 2 children sent to different schools (last 4-5 yrs feedback of parents on forum)
