Public school bodies meet Kiran Walia, discuss EWS quota & nursery admissions TNN | Nov 3, 2012,

NEW DELHI: Representatives from three different public school committees and associations met education minister, Kiran Walia, on Friday. They have demanded for the fixing the problems created by existing land norms, a code of conduct for parents, a DE (director, education) nominee from private schools, and EWS. The representatives also told the minister that if the department centralizes submission of nursery admission forms for general category, they will all oppose it. The three groups attending the meeting were Action Committee for Unaided Recognized Private Schools, Delhi State Public Schools Management Association and Federation of Schools. "We talked to her about the 25% reservation for EWS category, and how the amount — Rs 1,190 — that the government allows is not sufficient," says R C Jain, president, DSPSMA. The groups also demanded for a code of conduct for parents, and nomination of a director education from private schools. "The DEs are always chosen from government schools. Earlier, some were nominated from public schools but that was withdrawn. We want a current or retired teacher or a principal from public school to be nominated," says Jain. According to Walia, she has "already instructed the department to sit with these." "They had brought their concerns and some of them were reasonable. We'll try to address them," she says. One of the concerns that struck her was the issue of "completion certificates" that take years to obtain but without them, schools aren't recognized by the government. "Everytime a board exam happens, they run into trouble with CBSE and have to run for permissions," says Jain. "We will have to take up their issues with other agencies and, perhaps, give them permission for two years," says Walia. The schools also discussed the fate of about 2,235 unrecognized schools, teaching about 4.75 lakh students after March 31, 2013.

I would request Mr Vohra to fix a date on which parents can collect and meet Ms Walia to give their side of picture and push for centralised admissions.

I completely agree with this idea

if something like this this can be arranged , i'm sure a large number of parents would lke to participate.schools will obviously oppose such a plan as it will reduce the chances of wrongdoing .

How many parents would come in open before admissions?

meeting Ms Walia definitelt would not expose any parents to discrimination by schools.......or am i being naive ?

I don't think coming out in open would expose the parents to any harm. After all, Ms Walia won't be asking for a list of all the parents in the delegation. If I am not wrong I read somewhere on this forum that Mr Vohra had organised a protest of parents in front of DOE office which got wide publicity. Mr Vohra can decide on an appropriate date and we can accompany him. I am ready to join him. Here's requesting others to join the noble cause.

In previous interview to Asian Age on CAP I caught few things.

In a bid to ensure a hassle free way of admissions in nursery classes in the city, Delhi education minister Kiran Walia said that the government is working on a plan of centralised form for admissions

“We are planning to come out with a new plan of centralised form system like the one followed by the Delhi University,” Ms Walia said.
However, the government will have to convince all of the schools in the national capital to collaborate their nursery admission procedure with the centralised form plan.
The admission for nursery classes for the batch 2013-14 will open in January 2013. The government is planning to make the procedure parent-friendly as they received many complaints about the arbitrary decision-making of private schools regards to procedure of admission.

Ms.Walia very well know that schools will oppose this move since admission is the main source of profit making and money building exercise of schools. It they have to go ahead with CAP many regulations has to done starting from fee regulations. Minister was just waiting for this meeting and that has happened and nothing new. In previous news she herself accepted of many complaints received in admission process which was non parent friendly and now from this news she said that the concerns brought are reasonable. It clearly indicates having a double standard approach of Education Minister.

At this juncture will they give due consideration for parents concern? DOE officials too get transferred every year and by the time one start to take action, the other person will be replaced.
