Review /Modification on Fee Refund Policy by DOE

Sir

Earlier i had met Mr P Krishnamurthy ( Director of Education)on 9 feb 2011 and highlighted many issues and one of them was that many schools were misleading the parents by saying as there was no fresh fee refund policy issued that year ,so fee was not refundable .It was kind of him to issue a new fee refund policy within two days dated 11 feb 2011(Circular attached) .As all schools are aware in absence of new Govt Notification ..the last one is valid but some were not ready to refund the fees.

Now coming to my point

In previous years ( till 2 years back) All the Schools had to come with their first list + waiting list on 1st Feb and second list by 28 Feb ( or within one month) so as per DOE fee refund policy things were more or less smooth ( exceptions are are always there) in which if parent wanted to withdrew, Schools could only deduct Admission fees + Registration Fees + one month tution Fees and refund the balance.

But now as per DOE guidelines last date of displaying  First list + Waiting is 15 Feb , that means Schools can come any time with the results before that and But DOE DOES NOT MENTION ABOUT FEE REFUND IF PARENT WITHDRAWS HIS WARD AFTER ONE MONTH in its fee refund policy.

Many Established Schools are coming out with the First list and most of them give 2-4 days time  to deposit the fees.

Please find the list below of some prominent schools coming with first list from 3rd week of Jan onwards . Our concern is if any parents deposit the fees, as any parent would in the first school their ward gets selected. In case they want to withdraw the child after getting selected in second list ( on 28 Feb or third list that keeps coming in most sought after schools in till march end) , how they would get refund as per DOE fee refund policy. As DOE circular  only mention of fee refund if applied for withdrawal within one month of deposit of fees.

What we will suggest is that  the duration of fee refund policy should be increased  from one month to two months and keeping in mind that school don't loose money, schools can deduct tution money of two months (rest components remain same)if parents withdraws their ward after two months but only of one month if they withdraw after one month respectively. Or any policy from  your side which solves the purpose.

One more point i would like to raise parents issue that  few schools ( recognized under DOE) put a condition that a fee is non fundable and  they give only 2 -3 days and accept fees in cash without receipt ( i agree parents can refuse but do they have choice if they get selected in only that school)

Thanx Vohraji for writing the letter. I expect the problems to surface in next 30 days if no action by DOE is taken. DOE should come up with one date for first list and not on or before 15th Feb 2013 as they have given. Also they should make the refund policy more parent friendly.

Thanks for raising this as this is definitely going to be a pain area in the coming days. At the first place, I think schools should not have been given the freedom of coming out with the list of shorlisted candidate at their own will. There should have been defined a fixed day for coming out with the list. Each school deciding its own date for the first or second list and then giving 2 or 3 days for completing the admission process in terms of submitting the fees will not only add to the difficulties for parents regarding checking the name in the list on various days but  will also put them in deliemma whether to go ahead with the admission (as fees refund is going to be difficult) or to wait for other (more preferred) school's list to be out.

Sumitji thanx for taking up the issue with DOE bcoz looking into the dates of first list given by various schools which ranges from 17th jan to 14th feb lot of parents are going to forefeit admission money as per the policies laid by schools. Further 2nd & 3rd list go as late as till March.

Can you please help me with the excel  mentioning the date of the first list? I could not find that attached.

Thanks a lot Sir .. definitely there should be some respite from this !

Can you also please let me know that in case a child gets admitted in St Maria Integrated School ( Vasant Kunj .. nursery branch of St Marys Safdurganj Enclave) would it be a right decision not to wait till 1st Feb for results of other schools ? This question is really a tough one for me as on date !

Thank you Sumit. You are "A Savior" for many.

dear sir,

The schools must refund the whole amount deducting 1000/- or 2000/- against processing fee in case parent withdraw their ward, no matter it is one month or two month until and unless their admission process is closed. After that, tuition fee may be deducted for the duration only.
