Does these complaints look nursery rhymes to minister and DOE officials.
if they go there as DOE officials openly and ask for form , do they think school are so dumb that they will give the forms for amount/money they give to parents. DOE needs to raid the erring schools and do a sting to catch them red handed which anyone can guess they wont do for reasons best known to them and then say that complaints were false and school are selling forms for 25 only and thereby in the process protecting and cover the erring schools and letting them off the hook.

Or they just sleep over the complaint and buy time for the process to get over and then next we all will reinvent the wheel again - full circle.
